Who are we
Public Health and Health Policy improve and protect the health of the people of Lothian. We work in Partnership locally to reduce health inequalities and improve population health. We are made up of four main areas of work:
- Health Protection who works to protect the health of the local population from communicable and infectious diseases and environmental hazards. (Delivered via an East Region model along with another three health boards i.e. NHS Fife, NHS Forth Valley and NHS Borders.)
- Population Health who works with partners and communities to improve population health and health inequalities by focusing on the social determinants of health.
- Health Care Public Health who works to maximise the population benefits of health care while reducing inequalities.
Public Health and Health Policy – NHS Lothian | Our Services
Our Directorate employs 160 (whole time equivalent) staff approximately.
What we do
The Business and Administration Division provides administration, clerical and project support to professional colleagues working in Public Health and Health Policy. In addition, we play a critical governance role ensuring that the Directorate has robust processes and business procedures to meet strategic and operational objectives and priorities. Our Division comprises of approx. 34 (whole time equivalent) staff approximately working in both full and part time roles.
The opportunity
We are looking for two talented and experienced leaders to join the Business and Administration Division within Public Health and Health Policy. The successful candidates will have a main base at Waverley Gate however will work regularly from other office locations across Lothian.
The post-holders will be key members of the Business and Administration Division’s management team so will have the opportunity to shape, deliver and contribute to the wider Business and Administration Division’s objectives via work planning.
The successful candidates will ensure the delivery of administrative services through staff that you have line management responsibility for to our Public Health teams which has multiple bases across Lothian. You will lead on numerous key pieces of project work across our 18 functions which will involve monitoring and tracking key timelines and working closely with service areas to streamline their processes and reduce inefficiencies.
You will have strong project leadership and people management skills. We develop our staff to be the best version of their work self and as a line-manager you will carry out individual staff appraisals, regular 1-2-1’s, lead group staff meetings as well as attend a number of key meetings.
You will need to have experience of applying HR related policy and whilst you may not be familiar with NHS Lothian policy itself you will require to have knowledge of applying policy to support staff at work and maintain services.
You will need to have significant experience in managing services to others, in a matrix style of management model, that are either business or administration related.
Excellent communication skills are a must as well as the ability to analyse data and manage successfully competing deadlines and demands on your time.
We will support and encourage you to develop your skills and knowledge so there are opportunities for you to develop and grow within this role.
You will work closely with the Assistant Service Manager, Business Support Team Manager as well as other key service area staff across the Directorate.

NHS Scotland is reducing their full-time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay. This reduction will also be applied pro rata for part time staff. This advert and any subsequent offer/contract of employment therefore reflects the new working hours. However, as not all service areas will be able to adopt the 37 hour working week immediately from 1 April 2024, you may be required to work up to an additional 30 minutes per week for a temporary period for which you would be paid until the service you are working in changes rosters or working patterns to accommodate the new reduced working week.
