As the largest NHS Health Board in Scotland we have a trade spend with third party suppliers of over £760m with NHS Greater Glasgow and Clyde’s Procurement Department providing a comprehensive procurement and logistics service for all the Health Board’s functions.  This includes strategic sourcing and advice to improve effectiveness and value for money on all expenditure for goods, services and works. 

About the role

We are looking to appoint a new Deputy Head of Procurement which is a high profile role for the organisation. 

The successfully appointed candidate will be responsible for leading the development and delivery of commercial strategies and contracts across the Board’s £508m of external (non-pharmaceutical) expenditure.  

The post holder will bring to the role their extensive experience as a high calibre procurement professional to influence change at both operational and strategic level.  The role demands a track record in delivering cost improvement, an eye for detail and a keen sense of value as well as strategic ability.

Crucial to the role will be the ability to take lead responsibility for critical elements of the delivery of NHS Greater Glasgow and Clyde’s Procurement strategy and major procurement and will take a lead role in the delivery of best practice commercial practice, providing mentoring, advice and guidance on best strategic, tactical options within the prevailing legislative framework to the departments lead Commercial Officers and Buyers.  

Operating at significant scale and pace you will work closely with NHS Greater Glasgow and Clyde’s Head of Procurement contributing to leading major change for the Board aligning agreed Procurement Strategy with the Board’s Corporate Plan.

We are seeking someone who will bring innovation and imagination to the role to ensure that it is a modern, effective and fit for purpose service during this period of significant change and beyond. 

Candidates will require to demonstrate a high level of interpersonal, strategic and technical skills. It goes without saying the post holder will have a visible leadership style, able to earn the confidence and respect necessary to bring about real change to procurement strategies/practices. Strong negotiation skills and the ability to operate and influence in an often politically sensitive environment are further requisites of the job.

The post holder  will have the stature to be able to influence across and beyond the organisation and will require collaborative and collegiate working at a national level with senior NHS Scotland colleagues in developing Pan Scottish Procurement Strategies and polices and represent NHS Greater Glasgow and Clyde  on National Procurement Projects.

Educated to degree level or equivalent with a professional/Postgraduate qualification in Procurement and Supply e.g. CIPS Professional Diploma (level 6) or equivalent experience with a demonstrable track record of success in purchasing and supply management within a large, complex, service-led organisation preferably within Health and Social Care or comparable Public/Private sector organisations.
