The purpose of the job is to manage Strategic Sourcing and Purchasing Activity in relation to the tendering and implementation of national and local contracts and the ongoing contract management activity that this entails within NHS Lanarkshire. The job will have a particular focus on the estates and facilities commodity areas however may extend to include other areas of revenue and capital non-pay expenditure excluding the acquisition of drugs.
The post holder will be responsible for:-
- Supporting the over-arching Procurement Strategy by planning, organising and implementing an agreed segment of the strategic sourcing and purchasing workplan. This will involve ongoing prioritisation of activity to ensure maximum value for money is being achieved within pre-defined resources.
This will include:
- Ensuring the integrity of the supply chain at all times.
- The development and implementation of Procurement Strategies for each major commodity group and NHS Lanarkshire’s key suppliers.
- Provision of professional advice and guidance to management and budget holders on all aspects of procurement of good, services and public works contracts.
- Representing NHS Lanarkshire on National Procurement Commodity Advisory Panels and other national activities, ensuring subject matter experts within the Health Board engage with these panels either directly or indirectly.
- Liaison with National Procurement on contract, compliance and governance matters.
- Identification of potential areas for expansion of the scope of the service.
- Providing a key input into the Board’s ongoing improvement plans in relation to the Procurement & Commercial Improvement Plan (PCIP) with respect to contract implementation, contract management and supplier management.
The following knowledge, training and/or experience is required:
The post requires an individual with strong technical skills to ensure that theoretical models of high quality procurement are turned into practice. This requires an individual who is educated to degree level and/or holding Chartered Institute of Procurement and Supplies (CIPS) Level 4 Diploma (or higher) and/or other specialist knowledge acquired through education and training. The individual should have significant experience in Procurement and an aptitude for achieving objectives within an area of intensity and competing demands as well as experience of managing people and stakeholders at a senior level.
The post also requires an individual who demonstrates a high level of competence in the critical leadership behaviours identified as crucial to achieving success within NHS Scotland.

Knowledge and experience of how to apply the requirements of the Public Contracts (Scotland) Regulations and Procurement Reform (Scotland) Act is highly desirable. With the job focusing mainly on the estates and facilities commodity area it is highly desirable for the individual to have knowledge of model form contracts used in construction e.g. NEC, SBCC.
As well as being used to influencing other professionals towards considering new ways of working, the post holder will have demonstrated an ability of being proactive in presenting ideas for change by reasoned argument and persuasion. The post holder will require excellent communication, inter-personal and negotiation skills.
