THE POST
Please note this is a fixed term post for two years and in the following, the term veterans also encompasses armed forces, reservists and families.
Applications are invited for the position of Project / Planning Officer within the Adult Services Planning and Strategy Team, Glasgow City Health and Social Care Partnership (HSCP).
Initially and fully, focusing on mental health and wellbeing services for veterans then subsequently LGBTQ veterans as well as the wider LGBTQ population, the post holder will have a key role across NHS Greater Glasgow and Clyde and the six co-terminus HSCPs in providing service improvement and change management support to the mental health services response.
Mainly under the advice and guidance of the NHSGGC Mental Health Lead Head of Service and also the Board Veterans Champion, the post holder will:
- Work to improve colleagues' awareness, knowledge and understanding of veterans’ needs and liaise with learning and education to develop specific training in veteran informed care
- Lead the mental health planning responsibilities for developing veterans' mental health services responses and clinical pathways into care and support
- Plan and organise a broad range of complex activities, taking a lead role in developing and adjusting plans as required
- Report comprehensively against milestones, risks and issues, applying recognised project management / quality improvement methodologies as appropriate
- Provide comprehensive guidance to clinical colleagues, service managers, teams and GP practices to identify and support the development and delivery of improved performance and quality initiatives
- Research / undertake literature reviews and identify ways of improving mental health care and wellbeing for veterans and the LGBTQ community
- Work with the 3rd sector in the developing Veterans Navigators in NHSGGC and their connectivity with a national hub
The post holder will work with a wide range of stakeholders, including mental health services, primary care, veterans, veterans and armed forces support organisations, and users of the service. Engagement will be critical, and the post holder will:
- Be responsible for ensuring veterans’ views of services are considered, and will inform recommendations on the most appropriate model of service delivery for those requiring additional mental health and wellbeing support
- Ensure stakeholder understanding through interpreting complex information and presenting in a way that allows for and supports contribution to service planning, design, delivery and monitoring, and provides clarity over actions asked of contributors
- Ensure that service users’ experience is included as an element of monitoring services and improvement
THE BACKGROUND
In August 2022, the Government published the refreshed action plan detailing how they intend to continue to take forward the 'Strategy for Our Veterans' in Scotland. One of the key themes in the Strategy is Health and Wellbeing. The desired outcome is that all veterans enjoy a state of positive physical and mental health and wellbeing, enabling them to contribute to wider aspects of society and this can be achieved through collaborative working, having better data, and improving access to health services. NHS Greater Glasgow and Clyde and the six HSCPs also aim to develop workforce education and promotion across services.

THE PERSON
Applications will be welcomed from veterans, given the knowledge and personal life experiences that this brings. This is not an essential criterion; however all applicants will be required to have knowledge / experience of working with veterans, mental health and LGBTQ issues.
The post holder will have experience in leading, managing, or playing a significant role in change, and have knowledge of / be able to apply, recognised project management or quality improvement methodologies.
Core skills will include relationship management, negotiation & collaboration, organisational planning and effective (at times, sensitive) communication skills as you will be working with a wide range of staff up to the level of Chief Officer.
