What you'll do 

As Head of Programme you will lead the successful delivery of the internal Organisation Development Plan and programme which is part of our corporate transformation journey.  Bringing your experience of delivering large scale cultural change programmes, a key priority will be to lead and deliver our culture and behaviours work to strengthen our culture and workforce engagement. Building organisational and workforce capability is also a key focus for the role and you will lead the approach to, and successful delivery of, our Building Capabilities Plan to develop the skills, knowledge, experience of our workforce internally. 

The role includes an external facing focus to lead and support the learning and career development programme to support 60,000 non clincal support workers across the NHS which is part of widening access to employment programme.   

You will engage and build positive relationships with a wide range of internal and external stakeholders, including Scottish Government around the Widening Access programme.  You will lead the implementation of organisation and workforce development priorities within NES whilst shaping the development of strategy for future organization development to ensure the ongoing improvement in capacity and capability continues within NES.   

Key tasks will include but are not restricted to;

  • Engage with a wide range of senior stakeholders in NES and other partners in order to deliver and evolve the Organisation Development plan and contribute to the transformation journey
  • Lead a team of expert practitioners to deliver the Organisation Development Plan, based on evidence-based leading-edge theory and best practice
  • Lead a team of expert practitioners to deliver the Widening Access programme
  • Lead the implementation of the widening access framework for NES and shape the widening access programme outcomes with key partners
  • Provide professional advice and expertise on Organisation Development, Learning and development, culture change and staff engagement to senior colleagues, partners and stakeholders in NES
  • Formulate and develop the operational plan for the delivery of the Organisation Development Plan workstreams, leading delivery and ensuring that quality standards and all targets and milestones are met
  • Initiate and develop costed proposals for existing and emerging projects and workstreams to support the development of the NES workforce and secure funding as appropriate
  • Ensure effective evaluation and impact assessment of all Organisation and Workforce Development activity for NES to ensure the delivery of programmes and resources of appropriate quality and content which meet desired outcomes
  • Oversee the management of financial resources and procurement processes
  • Work with stakeholders and other NES directorates to deliver key transformation programmes to support learning, development and talent management e.g. digital learning, quality management, Educators Skills Framework 
  • Own and manage KPIs related to organisation and workforce learning and development and employee engagement, ensuring the right people analytics are in place supported by the necessary data, processes and systems to produce and optimise
  • Deputise for the Associate Director of ODLL as required


What you'll bring

These will include but are not restricted to;

  • Strong and visible leadership, programme management and influencing skills 
  • Strong experience of leading and delivering a large scale cultural change programme developing culture and behaviours 
  • Experience of developing, leading and managing people analytics based change
  • Ability to work in complex environments where the parameters of the job are not necessarily clearly defined
  • Understanding and application of contemporary theories of learning, organisation development, culture and behaviours, staff engagement, leadership development and talent management
  • Understanding and advanced application of contemporary theories of Organisational Culture, Change and Development
  • A good understanding of public services is essential along with a sound grasp of the Scottish policy context and Scottish public sector is preferred but not essential
  • Core operational management skills applied within large, complex settings; negotiation, project management, facilitation, budget and relevant IT skills
  • Evidence of leadership skills and ability to influence at all levels using self-management ability and analytical, prioritisation and judgement skills
  • Experience in writing concise, accurate, informative papers and reports for Board level audiences
