Our Regional Centres are located at Hillington, Cardonald, Clydebank, South Queensferry, Dundee and Aberdeen. This post will be based in our Lumina Regional Centre in Hillington. This role also supports Hybrid Working.

The Role…..

The Head of Financial Reporting and Projects will lead the Finance Department in developing financial plans and financial reporting across NHS 24. You will use expert knowledge to ensure all functions are carried out to a high standard and are compliant with regulations, professional accounting standards, Standing Financial Instructions.

The role holder will support the financial aspects of the strategic planning and business change processes within the NHS 24 and will also oversee and co-ordinate a programme of activity-based costing which support effective service delivery and foster a culture of continuous improvement. 

This is a 2 year appointment to provide cover across the department as we support a major change project.  This role will help balance the business as usual workload in the department (budgeting, forecasting, saving initiatives, costings etc) and will have the opportunity to be involved with major estates and technology change programmes.

Key Responsibilities:

  • Oversee the design, implementation, and maintenance of appropriate tools to provide managers with reliable and consistent information
  • Keep updated on the national perspective and future strategy for the NHS and related areas of health
  • A key contributor to the budget setting process.  Use professional judgement to support the production of the financial sections of the Annual Operating Plan. 
  • Provide expert advice and leadership on delivering opportunities for process efficiencies and savings across Finance, the wider Service, and beyond utilising digital and system solutions, to ensure the Service continues to transform the way we deliver our services

 

  • Lead on identifying opportunities to combine financial and non-financial information
  • Oversee designated strategic work streams designed to improve service quality, reduce costs, and increase the effectiveness

 

  • Ensure proposals for service efficiencies both in year and longer terms are identified, developed, and implemented.  This will include the triangulation of financial and activity data to ensure sufficient evidence to support delivery of value for money
  • To financially advise NHS 24 through the identification of required action to maintain an income and expenditure balance
  • To ensure a robust analysis and challenge of identified cost pressures and / or new developments to inform decision making including any resultant impact on the overall NHS 24 financial planning process
  • Provide specialist financial expertise and advice across the wide and diverse range of professions and disciplines
  • Ensure the financial implications of all service changes are appropriately assessed
  • Produce information in support of Internal and External Audit.  Including supporting the accuracy of ledger transactions and providing guidance to other members of the team
  • To effectively and efficiently manage team resources to ensure that key objectives are delivered. The post holder will be responsible for the day-to-day supervision of staff, this includes month end reporting and matrix style management for delivery of improvement work/projects and training of staff.



The successful applicant will:

  • Qualified Accountant with membership of one of the five bodies recognised by the Consultative Committee of Accounting Bodies (CCAB) or the Chartered Institute of Management Accounting (CIMA)
  • Extensive senior management experience in a similar responsible position in a public or private sector organisation
  • Expert knowledge and understanding of accounting procedures and the financial standards
  • Relevant experience of Financial Reporting including liaising with internal and external audit
  • Relevant experience within a complex organisation with demonstrable experience in a management accounting role
  • Excellent communication and presentation skills
  • Excellent analytical skills
  • Ability to influence, persuade and negotiate
  • Determination, resilience, and persistence
  • Organisational skills to ensure competing priorities are achieved to agreed timescales

NHS 24 offers a complete benefits package, with a permanent contract on Band 8A £56,992 - £61,522 (pro rata). Placement on salary scale is dependent on confirmation of previous relevant NHS service.
