Senior Programme Manager – Specialist Commissioning & National Planning

The Post: 
This is an interesting, dynamic and challenging post based within the Specialist Services and National Planning team. Your role will include line managing a team, commissioning specialist services, managing and coordinating programmes of work and facilitating major service change across NHS Scotland. You will work within a team that is responsible for the commissioning of a range of risk sharing schemes, national highly specialist clinical services and national planning programmes. You will work with NHS National Services Scotland colleagues, Scottish Government Health and Social Care Directorates, NHS Boards and health professionals and Public Health colleagues across Scotland to ensure that high quality and effective programmes and services are provided to the population of Scotland.  
 
The post holder will oversee members of the team responsible for the commissioning of a portfolio of services, as well as plan, manage and deliver specific projects, using appropriate project management and quality improvement methodology.  Applicants should be educated to masters degree level and should have a proven track record of line management, project management and driving change successfully in a complex environment. These posts require excellent interpersonal, organisational and communication skills. Managerial and commissioning experience of clinical specialist and / or screening services would be advantageous.
 
The Candidate:
National Services Division (NSD) is seeking to appoint an enthusiastic and highly motivated Senior Programme Manager who will be responsible for operational performance and delivery of objectives and priorities within their team/services, supported by a dedicated Programme Team.  This is a leadership role, working with a wide range of clinical, scientific, and other senior stakeholders, including Scottish Government policy colleagues. 

We are looking for an individual with extensive experience of senior management in a leadership role, covering all aspects of financial, performance, planning and risk management within a large complex organisation.

Experience of using recognised project methodology and highly developed information management skills to manage constantly evolving, high profile and high cost / benefit strategic and business critical change initiatives is essential.
 
Location and Working Pattern:
Gyle Square, Edinburgh or Delta House, Glasgow.

Currently hybrid working.

Work pattern - Monday to Friday, 37.5 hours per week.

It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
