This is an exciting opportunity to join Public Health Scotland and to help improve the health and wellbeing of the people of Scotland as a senior manager within the Data & Digital Innovation Directorate (DDI) of Public Health Scotland.
DDI provides strong public sector health care insight and support for Scottish Government, NHSScotland and wider sectors by bringing together public health expertise, statisticians, epidemiologists, information & intelligence and knowledge management experts.
Information Consultants will have management responsibility for numerous information projects working with up to 20 staff at any one time, across multiple project teams and a responsibility for a budget of up to £500,000. As well as determining the strategic direction for the development of high-quality information products as an Information Consultant you will engage with stakeholders, customers and staff promoting specialist services, providing expert interpretation, professional and statistical/information advice in order to make more innovative use of Scotland’s health data.
We have a number of permanent opportunities to play a key role leading areas such as: the development of NHS Scotland datasets for research and enhancing the data access infrastructure; the implementation of new digital and data products, including new data collection systems and the use of innovative data science techniques; data quality assurance and management. Example work areas may include working with Health and Social Care Partnerships to improve the data collation and analysis of social care data to help understand unmet need; leading on work to develop modelling tools for scenarios of relevance to population health outcomes (e.g. climate change); collaborating on innovative research projects and working with Trusted Research Environments and UK-wide initiatives to harmonise access to data for research.
We are looking for individuals with demonstrable experience and skills in:
- Leading project-specific and business as usual support across a team focused on digital product delivery.
- Managing numerous information projects working with up to 20 staff at any one time, across multiple project teams and a responsibility for a budget of up to £500,000.
- Determining the strategic direction for the development of high-quality data and digital products
- Engaging with stakeholders, customers and staff promoting specialist services, providing expert interpretation, professional and statistical/information advice in order to make more innovative use of Scotland’s health data.
There is also a 12-month fixed-term opportunity to support the design and implementation of a PHS and NSS ‘Centre of Excellence’ to promote and enhance health care data quality and utility by supporting the implementation and use of existing / new clinical information standards. The UK clinical information standards will be going through major changes over the next ten years to ensure they are fit for purpose to support and reflect modern clinical practice. Scotland’s health and care data intelligence is therefore facing major changes with some of these key changes including;
- Introduction of SNOMED CT terminology to replace Read coding across Primary Care and potential to extend into other areas of health and care e.g. secondary care, community and social care.
- Approval of WHO ICD-11 to replace ICD-10 by World Health Assembly in 2019. This will require major changes to national data collections.
- OPCS interventions and procedures coding facing major revisions in next 5-6 years time (OPCS5).
- Modernisation of national datasets will be required to accommodate all of the above changes.
To support the Centre of Excellence we are looking for a highly motivated and enthusiastic individual, with strong leadership skills, to work with colleagues across PHS and NSS to support the clinical information standards change programme. Knowledge and experience in the field of clinical information standards would also be advantageous.
Location and Working Pattern:
This post is based in Edinburgh or Glasgow, with current work from home arrangements and plans for ‘hybrid’ working
The work pattern for this role is Monday to Friday – 37.5 hours per week. Part time hours may be considered.
During times of public health emergency, or other urgent business need, you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PHS.
