The Role
NHS Lanarkshire has an exciting opportunity for a Strategic Sourcing Officer to join our Procurement & Logistics team at Kirklands.
NHS Lanarkshire plans to commence procurement of a new laboratories managed service (LMS) contract imminently and seeks a Strategic Sourcing Officer to support delivery of the procurement.
The LMS contract is one of the health board’s most significant in terms of value (between £6.5 and £7.5 million per annum) and clinical criticality in that it supports the diagnostic services essential to healthcare delivery.
The Strategic Sourcing Officer will support the Procurement Project Manager with all aspects of the project, from inception and strategy review through to contract award and implementation. It is envisaged that the LMS procurement will be concluded by Spring 2025 with implementation occurring thereafter.
The LMS procurement will be a highly complex regulated process with the objective to achieve best value through a robust, legally compliant procurement procedure. The role will involve working closely with the wider LMS project team on all activities required to deliver a successful outcome.
At the point of project closure, the Strategic Sourcing Officer will be fully integrated into the established Procurement team, which currently operates on a category basis. It is currently anticipated the post holder would sit within the medical category area but this will be subject to review in line with the needs of the department at that time together with the post-holder’s interests.

What we'll need you to bring
- Professional knowledge acquired through degree or equivalent i.e. Chartered Institute of Procurement and Supplies (MCIPS) or Scottish Vocational Qualification Level 4, (SVQ4) and or specialist knowledge acquired through continual education and training.
- Project Management skills, Negotiation skills and literate in modern IT systems to provide analysis of information and presentations to senior managers.
- VAT treatment principles and Public Procurement Legislation.
- Procurement and Business knowledge.
- Understanding of Standing Financial Instructions.
- Prior purchasing and/or contract experience.
- Experience of Procurement and Supply chain management activity.
- Product knowledge and uses within clinical environments.
- Market knowledge of suppliers and products.
- Analytical skills.
- Knowledge of negotiation techniques.
It would be great if you also have
- CIPS Advanced Diploma (Level 5) or higher level qualification.
- Experience of procurement in any of the following spend areas would be desirable: medical equipment or consumables estates/facilities
- Knowledge of strategic procurement methodologies.
- Knowledge of supply chain theory.
- Project Management skills.
- Advanced negotiation skills.
- Excellent analytical skills (Advanced Excel and Business Objects).
- Ability to interpret complex information and evidence based data to provide direction.
- Ability to manage high level of work, multiple complex projects
- Driving Licence and ability to drive to sites across NHS Lanarkshire.

Location and Working Pattern
This role will be based in Procurement & Logistics Team within Kirklands - NHSL Headquarters. The department currently has a hybrid approach to working based on 2 office days a week and the remainder of the working week at home.
The working pattern for this role Monday-Friday 9am-5pm.
