About the Organisation:

Public Health Scotland launched 1st April 2020 as a national health board, employing around 1200 people, and with an annual budget of around £101 million. Public Health Scotland (PHS) has committed to a whole system medicines programme, endorsed by Scottish Government, as part of the PHS Strategic Plan.  NHS Scotland wish to utilise a Once for Scotland approach to support scale and impact of the evidence we can generate from complete medicines data on the full Scottish population across the whole health system building upon our foundation primary care medicines information system (PIS). During COVID PHS, with our stakeholders, we secured, curated and used two new national medicines datasets (Hospital inpatients - HEPMA and Homecare supplies) to support the pandemic efforts including: COVID vulnerable patient lists; in-patient hospital use of COVID treatments, and; out-patient use of medicines for prevention of disease progression.  

This post is central to our pharmacy team delivery of medicines intelligence and expert advice to policy (including the SG Pharmacy and Medicines Division and Chief Pharmaceutical Officer)  and service providers, in particular the Directors of Pharmacy.  

The Post:

The post-holder will provide pharmaceutical public health and professional advice and guidance within Public Health Scotland, working with a range of policy makers and public health/health and social care service providers and stakeholders across all sectors in Scotland and beyond.  You will join a team providing clinical and public health leadership to optimise the data and intelligence from our current / evolving national medicines datasets to support public health advocacy, policy and service planning and patient care.  The post holder will provide leadership in ensuring we maximise the use of our established PIS system and evolve these resources to align with our vision for whole system medicines intelligence.   Key areas of activity will include:

  • Leadership in maximising the use of our established PIS resources for our internal and external stakeholders.
  • Working with SG Policy to provide medicines intelligence in support of delivering Pharmacy Services with stakeholders.
  • Informing and shaping our evolving vision for a whole system medicines pathway which will bring together our primary care (PIS) and secondary care (HEPMA and Homecare) national data assets to create a longitudinal patient journey of medicines use across the system. 
  • Working as part of the wider Pharmacy / PHS team and with stakeholders to create a national medicines surveillance capability to better understand access, use, safety and effectiveness of medicines across the full life cycle. 

The Candidate:

You will bring experience of providing effective professional leadership in clinical/pharmaceutical public health practice with practical experience of working with medicines prescribing / information systems and facilitating change to improve services. 

The successful candidate will be required to undergo a PVG Scheme/Disclosure Scotland check. Any candidate who has lived/worked overseas for more than 12 months in the preceding 5 years will also be required to provide a criminal record check from the appropriate overseas agency.

Candidates must have current GPhC registration at the time of applying with evidence of continuing professional development.

Location and Working Pattern:

This post can be based in Edinburgh or Glasgow. There is an expectation for some travel between the base and other Public Health Scotland offices.

A hybrid working model is currently in place.

The work pattern for this role is Monday to Friday, 11.25 hours per week.

During times of public health emergency, or other urgent business need, you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service.

It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PHS.
