About NHS Tayside
NHS Tayside is responsible for commissioning health care services for the residents across Angus, Dundee and Perth & Kinross. The estate includes 3 major and a number of community hospitals, including the University of Dundee’s Medical School attached to the regional flagship institute, Ninewells Hospital in Dundee. The region also includes over 60 GP surgeries and a variety of health centres staffed by thousands of employees of the health region.
The Role
A permanent opportunity has arisen for the Property Department, Estates Division to recruit an Estates Manager (x2) to be based within Perth & Kinross and also Dundee & Angus to assist the Senior Estates Manager to meet the strategic and (where required) operational objectives within NHS Tayside.
You will maintain all plant, equipment, Estates Division transport and grounds at the NHS Tayside Hospital and Healthcare sites in a satisfactory, operational condition at all times through the provision of cost effective maintenance service to agreed quality, statutory, safety and environmental performance standards, maintaining the highest standard of patient and staff environment and service from the resources available.
Key Responsibilities
- To specify and manage the essential planned maintenance inspection and testing programme for buildings, plant and services to ensure it is cost effective, technically competent, complies with all statutory, hospital technical memoranda, safety and environmental requirements and maximises operational effectiveness at all times.
- To provide a readily accessible responsive day to day maintenance service to the Directorates for buildings, plant, maintenance and grounds in accordance with agreed customer service requirements and quality standards.
- To introduce and maintain a regular inspection and condition of all premises and plant within NHS Tayside for the purpose of identifying repair requirements and ensure that repairs are carried out to an agreed timescale in accordance with a sound technical specifications, quality standards to meet user requirements.
- Establish and implement an effective cyclical decoration programme for the facilities to ensure the best possible co-ordinated and appropriate patient and staff environment.
- Prepare, cost, prioritise and implement in consultation and agreement with the Head of Property and Senior Estates Manager an annual programme of asset renewal and estates investment comprising irregular building and engineering maintenance to maintain the Boards assets at the optimum level from the resources available.
- Oversee day to day energy management practice within NHS Tayside to ensure that NHS Tayside attains agreed energy management targets by operating all plant and systems efficiently, utilising optimum tariffs at all times, introducing improved control and by promoting good housekeeping by example.
- Ensure compliance of service within agreed Statutory, Mandatory, Safety, Environmental, Quality Standards, Policies and Procedures.
- Design, Project Manage and implement all delegated projects.
- Responsible for the revenue and capital budgets allocated under their delegated authority and all Estates staff under their remit.
- Deputise for the Senior Estates Manager as required.
Knowledge & Experience Required
You will be qualified to degree standard in Mechanical or Electrical Engineering, or in Building, together with a recognised qualification in management or relevant training in management skills. You must possess extensive experience in the management of estate maintenance services including building and engineering services, equipment and plant, preferably in a healthcare environment.
You will be able to demonstrate experience in the Management of Estates Maintenance Services including Building & Engineering Services, Equipment & Plant, preferably in a healthcare environment.
You will have the ability to understand, communicate effectively, orally and in writing, and negotiate complex information effectively, possess a positive and professional manner and attitude at all times and be flexible, innovative, and adaptable to change.
Participation in an on call rota and the ability to travel between NHS sites is required. The post holder may be required to work at any NHS Tayside Property as necessary. You will be required to achieve the mandatory Inductions standards for Healthcare Support Workers in Scotland and to comply with the Code of Conduct throughout your employment.
