Regional and national services are also provided across a range of clinical specialties.

An excellent opportunity has arisen for a key strategic leadership role as Planning, Performance & Quality Manager within East Dunbartonshire HSCP, which is a partnership between NHS Greater Glasgow & Clyde and East Dunbartonshire Council, delivering community based health and social care services for the population of East Dunbartonshire.

The role is expected to work autonomously at a high level across a wide range of services and working as part of the support team to the Chief Officer and HSCP Senior Management Team.

The post holder is responsible for:

  • Leading on key planning priorities in delivery of the HSCP strategic plan and in adherence to national and local policy development
  • Leading on the development, implementation and monitoring of a programme management approach in delivery of the HSCP Transformation agenda and business planning priorities.
  • Leading on the development and implementation of a performance management framework, including monitoring and reporting the organisational performance requirements to the HSCP Senior Management Team, HSCP Board, East Dunbartonshire Council (EDC), NHS Greater Glasgow & Clyde (NHSGGC) and the local Community Planning Partnership, as well as other agencies and Scottish Government as required
  • Leading on the development and implementation of a quality management framework which effectively supports service improvement and inspection activity across the HSCP
  • Developing and managing the business continuity and civil contingency arrangements for the organisation in partnership with EDC and NHCGGC.

The post holder will work with the HSCP Senior Management Team and work stream leads to provide leadership and expertise in technical planning to deliver transformational change. You will also be required to develop positive constructive relationships with senior officials at Director/Chief Officer level, with Scottish Government officers and key planning stakeholder agencies including ISD, Health Improvement Scotland, Improvement Services and others.

We are looking for an individual with excellent leadership skills, strong interpersonal skills and ability to challenge, support, influence, and engage managers and peers. You should be literate, with the ability to prepare reports on complex issues and the confidence to present them possessing good presentational and written skills.

You will be Educated to degree level or equivalent in a relevant discipline with evidence of significant professional competence and expertise and experience of developing and supporting implementation of performance management and benchmarking frameworks in Planning, Strategy & Performance.

The current working arrangement is based on a blended model of home and office based working.

The post will be part time/job share (3 days per week) working alongside the current post holder.
