Who We Are
As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services
We have six regional centres – Aberdeen, Dundee, South Queensferry, Hillington, Cardonald and Clydebank. NHS 24 supports hybrid working, and this post will be based in NHS 24 Cardonald Regional Centre. The successful candidate must be within commuting distance to a regional centre to attend if required, and must also be able to travel to other regional centres when requested to attend meetings, undertake training and any other activities.
The Role
The Operational Planning Manager is a specialist in short- and long-term forecasting, resource scheduling & workforce planning. This post holder will be the main point of contact & subject matter expert for the day-to-day running of the Central Resource Team (CRT). The post holder provides the operational thinking and analysis associated with the ‘business as usual’ activities for NHS 24, and the strategic opportunities available to all new and potential service initiatives. The operational and strategic requirements will span all NHS 24 internal and external services, across all channels, and therefore the development of the Central Resource Team is essential to implement and maintain a variety of different modelling approaches.
Key Responsibilities
With direct responsibility for a team of specialist & subject matter experts within the Central Resource Team (CRT) who support all front-line staff. Supporting approx 2,400 heads across a wide range of diverse health related services spread over 6 regional, 3 local, plus remote and rural site locations.
- Recommend and arrange for the most appropriate workforce models to be built to derive the overall long term Strategic Workforce Plans for all NHS 24 front-line services. This will include, front and back-office tasks, inbound and outbound activity and where appropriate the multi-skilling of resource. This will ensure adequate budgets are being secured from the Scottish Executive.
- Create and build workforce models appropriate to each service and calculate workforce requirements based on agreed assumptions, which will enable budgetary levels to be agreed.
- Work with NHS 24 partner leads to co-ordinate Health Board Public Holiday (PH) and Protected Learning Time requests (PLT). Review all and confirm the % requests and following negotiation with partners, confirm % requests which can be support with minimal impact to NHS 24 resource levels.
- Working with internal departments and external government bodies, ensure that our workforce is managed within the parameters set out by NHS 24, the Scottish Executive and the Government e.g. Working Time Directive, NHS Partnership, Flexible Working etc.
- Provide suitable notice to Snr Managers where insufficient resource has been secured resulting in anticipated inability to achieve service and/or organisational KPI's have been compromised, particularly when planning for peak events.
- The post holder will have line management responsibility; this will include responsibility for all elements of recruitment and selection (within agreed budget levels), disciplinary and grievance, attendance and performance management.
Successful Applicant will:
- Have a strong knowledge of WFM Technology
- Proven competence in leading and developing people performance, and capability within a planning and resourcing department.
- Demonstrate experience of presenting cases for change to mixed stakeholders (Peers, Colleagues, Senior Managers, specialists, external partners, and clients)
- Have Project Management and Development experience.
- Be educated to Degree level, with advanced numerical skills.

NHS 24 offers a complete benefits package, with a permanent contract on Band 8A £56,992 - £61,522 Per Annum (pro rata if applicable). Placement on salary scale is dependent on confirmation of previous relevant NHS service.
