Position
An opportunity has arisen for an Estates Officer – Authorised Person based at Ayrshire Central Hospital.
What you will do:
The purpose of the role is to provide leadership, direction and operational management to Estates staff to ensure demands and requirements of NHS A&A are meet in accordance with guidelines and objectives agreed with the Sector Estates Manager.
You will be responsible for the line management control of supervisors, technicians, craftsmen, and specialist contractor operatives undertaking planned/unplanned maintenance activities and new installation work in the delegated areas of responsibility.
You will participate in the design and project management of Formula Allocation schemes toaddress backlog and assist with design and development of capital schemes, within each sector and other locations as directed by the Sector Estates Manager.
You will be responsible for ensuring that all engineering and/or building maintenance and allocated developments including contract work is carried out to the appropriate standards and specification, with in financial limits and in compliance with all Policies, Procedures, Legislation and Health & Safety requirements.
You will ensure the provision of uninterrupted delivery of Decontamination services and healthcare through ongoing upkeep and development of the properties and assets under his direct control, for the benefit of patients, staff and visitor.
The Authorised Person (AP) is the specialist lead with knowledge acquired via specialist healthcare certified City & Guilds training (or equivalent) to ensure statutory compliance is achieved within NHS Ayrshire and Arran.
Following competency assessment by Authorising Engineer (AE), each post holder will be an AP appointed in writing by the Designated Person (DP) for a minimum of three of the following specialist high risk areas:
Asbestos;
Confined Spaces;
Decontamination Services;
Electrical Low Voltage (LV) Systems;
Gas Safety;
Heating Ventilation and Air Conditioning Systems (HVAC);
Lifts;
Medical Gas Pipeline Services (MGPS);
Pressure Systems;
Water Safety.
Having acquired specialist knowledge, the role of the Authorised Person (AP) requires the post holder to obtain boardwide familiarisation to provide boardwide cross sector cover to ensure the department maintains appropriate levels of competent AP’s.
You will be form part of a specialist estates working group responsible for ongoing development and implementation of NHS policy & guidance in all areas of specialist responsibility.
Review of Daily, Weekly and Quarterly planned/unplanned maintenance, compliance testing and recording of sector performance in compliance with Scottish Health Technical Memorandums (SHTM) guidance and Approved Codes of Practice (ACoP) etc.

Knowledge, training and/or experience required to do the job:
- Educated to HNC/Diploma/Degree level in an Engineering / Building discipline or equivalent experience.
- Specialised knowledge obtained through accredited courses to undertake the role of Authorised Person.
- Technical and Managerial experience in a position of responsibility within a large complex organisation.
- Working towards professional qualification (eg. Membership of an appropriate recognised Chartered
- Institute (ie RICS, CIOB, CIEng, CIFM etc)) with evidence of continuing professional development,
- equivalent to masters level.
- Extensive knowledge of National guidance, local NHS policies, standard local operating procedures and be
- able to apply this knowledge in practice.
- Experience in achieving departmental targets and objectives.
- Able to manage staff.
- Experience in training and mentoring staff.
- Competent in use of monitoring, testing and calibration equipment as relevant to Authorised Person role, NHS systems and equipment.

Hours: 37.5 per week (8.00am to 4.30 pm Monday to Thursday and 8.00am to 1.30pm Friday)
