This is a challenging opportunity to help harness the buying power of more than £2.5 billion spent each year across the NHS in Scotland. PCF, the Procurement Centre of Expertise for Health, works in collaboration with Health Boards to ensure the highest level of patient care through the provision of a wide range of goods and services via a series of best value National Contracts and Distribution Services.

The role will initially be focused on the Accelerated National Innovation Adoption (ANIA) collaborative which focuses on the delivery of cutting-edge innovation and new technologies on a Once for Scotland basis.
NSS National Procurement is one of the key collaborative partners of the ANIA collaborative to ensure the highest level of patient care through the provision of goods and services via a series of best value National Contracts and Distribution Services.
This role will fill a vacancy with a strong focus on the sourcing primarily of Digital, Information Management & Technology related services required by NHS Scotland within the Strategic Sourcing Workstream of NSS National Procurement. Background and experience in information technology would be an advantage.

This role will support the £200M per annum revenue activity of the National Distribution Service operation. The service works in collaboration with all Health Boards to ensure the highest level of best value and delivery service through the provision over 9,000 product lines in partnership with our Operations workstream.
Covering all aspects of contractual, supplier and commercial management within the supply chain function, you will support all activities within the category team. Excellent supplier and contract management skills along with the ability to construct both operational and strategic supplier relationships are required to ensure the effective and on-going delivery of best value and service excellence to health boards.

This is a National Procurement Commodity Manager role serving all NHS Boards in Scotland with direct links to the Scottish Government Digital Health and Care. The post involves close engagement with a broad supplier base which includes key strategic suppliers, multinationals and SME’s. The IT procurement programme aligns closely to Scotland's Digital Health and Care Strategy, Cloud First and Once for Scotland initiatives, ensuring the widening scope of IT procurement is effectively managed.
The Commodity Manager will work with the NP Strategic Sourcing Information Technology team managing tenders and supplier contract management activities via a range of regulated procurement procedures related to the procurement, pricing, efficient uptake and management of IT software and related services the NHS in Scotland. Relevant knowledge and experience of public sector regulated procurement procedures and of software system procurements would be an advantage.

This post is based in our Commercial, Governance and Sustainability Team as part of our Heat Purchasing / Power Purchasing Agreement Project. This is an emergent requirement brought about by the need for NHSS to rapidly decarbonise our power and heating systems to meet the 2040 Net zero target under the Scottish Government’s declared climate emergency.
The requirement is for expert commercial resources to be put in place to support an accelerated roadmap towards decarbonisation of the NHSS power and heating estate. With this in mind, we would be particularly interested in candidates with knowledge and procurement experience of wholesale energy markets and emerging sustainable heat and power supply market experience.
The Candidate:
The post holder should be educated to degree level in a relevant business discipline and hold or be working toward Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent. Demonstrable experience of having successful track record in strategic sourcing is essential, including strategy development and supplier management. The post holder should also possess excellent communication and influencing skills.
Knowledgeable and experienced in strategic procurement you will take responsibility for a portfolio of commodities. You will implement PCF strategies, whilst managing supplier relationships to ensure the effective and on-going delivery of best value contracts. Using your procurement skills and through acquiring specialised product knowledge, you will provide customers with excellent product choice and quality whilst contributing to the strategic sourcing programme targets.
Location and Working Pattern:
Candidates can work in either Gyle Square, Edinburgh, Delta House, Glasgow or National Distribution Centre, Larkhall.
Currently hybrid working.
The work pattern is Monday to Friday, 37 hours per week.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
