Service Development Manager

Who We Are

As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services.

We have six regional centres – Aberdeen, Dundee, South Queensferry, Hillington, Cardonald and Clydebank.  NHS 24 supports hybrid working, and this post can be based within any NHS 24 regional centres.  The successful candidate must be within commuting distance to a regional centre to attend if required and must also be able to travel to other regional centres when requested to attend meetings, undertake training and any other activities.

The Role

The successful candidate will provide strategic planning, service improvement expertise and change leadership capability to support delivery of NHS 24’s strategic aims and corporate planning deliverables. This will include the design and development of new services and ways of working and improvement of existing services.

Through modelling, analysis and developing a systems-thinking approach across a range of strategic objectives and corporate deliverables, the post holder will ensure that systematic planning and good principles design are integrated into the development and delivery of services that are outcome focused with a demonstrable value add.

Key Responsibilities

  • Develop and implement long term strategic plans for programmes of service design/redesign work to meet assessed stakeholder needs.
  • Adopt a collaborative approach across TSPP, other Directorates and where applicable with external partners and organisations to ensure successful delivery of outcomes and objectives and the associated portfolio of projects and initiatives.
  • Work with key stakeholders that could include health/care partners, suppliers, enterprise companies, researchers, academics, and voluntary organisations to establish detailed project plans which identify key milestones and deliverables.
  • Resource Planning: Understand and monitor demand and take steps to resolve discrepancies between supply and demand. Manage resource requirements – human, technological, financial and infrastructure. Recruit / commission resources required to achieve programme objectives.
  • Develop business cases for allocated programmes of work, ensuring co-ordination of costs and financial contributions within complex environments. Define and articulate financial benefits, and ensure arrangements are in place to realise return on investment. This will include budget setting and monitoring with ongoing responsibility for overseeing the financial position.

Successful Applicant will:

  • Be Educated to degree level with a postgraduate or professional qualification at master’s level relevant to the role and/or equivalent higher-level study or experience.
  • Demonstrate extensive knowledge and experience of the model of service design approach to ensure that end user needs are met.
  • Evidence experiences of procurement and implementation of programmes to a successful end point.
  • Have a sound understanding of the health and social care sector in Scotland, in terms of objectives and local and national policies and strategies essential.

NHS 24 offers a complete benefits package, with a permanent contract on Band 8a £56,992 - £61,522 Per Annum (pro rata if applicable). Placement on salary scale is dependent on confirmation of previous relevant NHS service.
