The Post:
Applications are invited from individuals who have demonstrable business management, delivery management or customer management experience across complex and high volume technology strategy and delivery to join NHS NSS Digital and Security (DaS) as Head of Service for Digital, Strategy & Performance. The core purpose of the Digital & Security organisation is the provision of world class Digital and Security expertise, solutions and services to our customers, which include NSS, NHS Boards, Scottish Government and the wider Public Sector in Scotland.
The Head of Service for Digital , Strategy & Performance is a critical role in the management of the Digital and Security directorate and in the success of its mission, vision and purpose. The role provides strategic leadership across the 500 person directorate for the functions that support our customer relationships, financial performance, directorate governance and business support. The post holder will also have lead responsibility for fulfilling the directorate’s role as a ‘corporate citizen’ within wider NSS by providing the directorate’s input to overall organisational strategy, performance, reporting, organisational development, health and safety, equality and diversity, corporate governance and risk management.
The Candidate:
The post holder will play a key role in the delivery of the Digital and Security strategic aims of:
- Remaining a trusted partner in the public sector in Scotland delivering high quality products, services and advice;
- Being a ‘great place to work’ where staff are valued and are able to grow their careers;
- Managing and continuously improving user-centred products and services within key portfolios that support the Health and Care sector in Scotland;
- Providing excellent value for money and being underpinned by robust governance and assurance activities; and,
- Our staff are supported by robust, repeatable and efficient processes and systems that are continually improved.
This role is a member of the Senior Leadership Team of the Office of the Chief Information Officer (OCIO) pillar within the directorate. You will therefore also be a senior member of the Digital and Security team and be an external advocate for the team across all stakeholders. You will liaise and collaborate across all DaS teams: Data, Clinical, Software Engineering, Cloud Operations and Information Security & Governance areas to ensure our work is strategically aligned, costed accurately and appropriately, is well resourced and recovers all costs. You will also take the lead for centralising, redesigning and operating our business support functions (governance, demand management, resourcing and financial management) as part of the ongoing Digital and Security Transformation programme.
Additionally, this role will have lead responsibility for maintaining our customer relationships with management responsibility for our Digital Business Partner team. The post holder will support them to redefine their service offering and launch it as part of the Transformation programme. You will bring your experience of customer engagement, strategic thinking, service design and process improvement to this part of the work. You will act as a point of escalation for the Digital Business Partner team and assist them in the day to day delivery of their service to our internal and external customers.
Location:
The role has a permanent location based in Glasgow or Edinburgh but flexible working will allow the post holder to operate from a remote location on a regular basis. The post holder must be prepared to attend the fixed location at the request of the organisation when deemed essential.
Working Pattern:
Monday to Friday 37 hours per week
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
