We have an exciting and challenging post within our small, enthusiastic Highland Alcohol and Drugs Partnership (HADP) support team. The ADP is a multi-agency group responsible for the development and planning of policies on alcohol and drugs. Representation is by a range of partners (including Social Work, Education, NHS Highland, Criminal Justice Authority and Police Scotland, third sector partners and services, and community representatives). The ADP develops and agrees the strategy and associated action plan informed by local engagement and national strategic requirements. HADP support team are hosted by NHS Highland Public Health Directorate.
The role of Development Manager encompasses contributing to national and local outcomes to prevent and reduce drug and alcohol related harm and associated deaths, contributing to strategic planning, commissioning, implementation, monitoring, reporting and evaluation of delivery plans and agendas. In addition, to provide expertise to the HADP Strategy Group and partner agencies, and provide a vital link with various stakeholders.
This post will operate throughout the Highland council area at times and therefore the post holder must be able to travel around the area, and have a clean driving licence.
Candidates should have a firm understanding of drug and alcohol issues, policy, and the impact of health inequalities. You will have at least 2 years experience at strategic level, as well as operational level, and can demonstrate skills in project management, service planning, budget management and commissioning, monitoring and evaluation, and in working in partnership. Candidates should have the ability to analyse situations and for strategic solutions.
Candidates should be innovative self-starters, with excellent communication skills, IT skills, and people management experience. Candidates must engage effectively with partner agencies, particularly those with living / lived experience.
Candidates should be willing to pursue registration through the Faculty of Public Health practitioner registration scheme.

NHS Scotland is reducing their full time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay. This reduction will also be applied pro rata for part time staff. This advert and any subsequent offer/contract of employment therefore reflects the new working hours. However, as not all service areas will be able to adopt the 37 hour working week immediately from 1 April 2024, you may be required to work up to an additional 30 minutes per week for a temporary period for which you would be paid until the service you are working in changes rosters or working patterns to accommodate the new reduced working week.
