Scrum Master

Who We Are

As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services.

We have six regional centres – Aberdeen, Dundee, South Queensferry, Hillington, Cardonald and Clydebank.  NHS 24 supports hybrid working, and this post can be based within any NHS 24 regional centres. The successful candidate must be within commuting distance to a regional centre, as there is requirement to attend the office once a week. If required you must also be able to travel to other regional centres when requested, to attend meetings, undertake training and any other activities. 

The Role

The successful candidate will play a pivotal role in guiding NHS 24’s agile development processes, fostering collaboration, and ensuring the successful delivery of high-quality products. You will work closely with cross-functional teams, product owners, and stakeholders to facilitate the adoption of agile principles and practices, driving continuous improvement and maximizing the team's efficiency.


You will be responsible for organising and facilitating scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives, ensuring effective communication and collaboration among key stakeholders and team members.

Key Responsibilities

  • Work closely with Product Owners to ensure the product Scrum Masterlog is well-groomed, refined, and prioritized, and that user stories are clear and actionable.
  • Carry out training/mentoring in standard methodology to the Project Team and other NHS 24 staff and contributes to their development, through knowledge and lessons learned.
  • Guide the team in understanding and implementing Agile principles and practices, serving as a coach and mentor to promote self-organisation and accountability.
  • Guide our agile development processes, fostering collaboration, and ensuring the successful delivery of high-quality products.
  • Provide effective management of Project Manager Team, as well as ongoing development of the Project Managers processes.
  • Provide expert technical consultancy across NHS24, including the installation, configuration and support of specialised hardware and software.
  • Budget management with a staffing budget with respect to the Project Team, undertaking budget forecasting to ensure budget limits are adhered to.
  • Make judgements and interpretations across the complete and complex technology spectrum including components such as legislation, policies and guidance which have conflicting priorities and expert opinions.
  • Build external and third-party supplier relationships to ensure full commitment and support on an ongoing basis.

Successful Applicant will:

    • Have a Bachelor's degree in Computer Science, Engineering, or a related field (or equivalent experience).
    • Be a certified Scrum Master (CSM) or equivalent Agile certification
    • Deep understanding of Agile principles and practices, with hands-on experience in Scrum and other Agile frameworks.
    • Demonstrate excellent communication, facilitation, and conflict resolution skills.
    • Be able to thrive in a fast-paced, dynamic environment, with a passion for driving change and continuous improvement.
    • Exhibit additional experience as a Scrum Master or Agile Coach in software development projects.

NHS Scotland is reducing their full-time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay.  This reduction will also be applied pro rata for part time staff.  This advert and any subsequent offer/contract of employment therefore reflects the new working hours.  However, as not all service areas will be able to adopt the 37-hour working week immediately from 1 April 2024, you may be required to work up to an additional 30 minutes per week for a temporary period for which you would be paid until the service you are working in changes rosters or working patterns to accommodate the new reduced working week.  If you have any questions or concerns, please contact the Recruiting Board.
