Evidence and Evaluation for Improvement Team
£48,788 - £56,747 (Band 7)
Full time (37 hours per week)
Fixed term contract/secondment to December 2025

Exciting opportunities have arisen to join the Evidence and Evaluation for Improvement Team (EEvIT) within Healthcare Improvement Scotland (HIS).
EEvIT provides evidence review and evaluation support to support the planning and delivery of national improvement and redesign work. EEvIT supports improvement/redesign teams within HIS to use evidence to inform the planning and development of their work. In addition, a proportion of EEvIT time is spent supporting improvement/redesign teams with the evaluation of their improvement work and the sharing of learning from service improvement in redesign to support spread.
The successful candidates will work either:
- with different programme teams across HIS when they require evaluation and evidence support or;
- within the Primary Care Improvement Portfolio to support the evaluation of the Primary Care Phased Investment Programme.
The Primary Care Phased Investment Programme (PCPIP) will support Health and Social Care Partnerships (HSCP) and primary care services to accelerate progress on implementing aspects of the General Medical Services (GMS) contract (2018). The programme will be delivered at pace to support teams to explore challenges, identify areas for change and improve services. The programme aims to:
- support fuller implementation (in line with local context and local population needs) of the GMS contract with a focus on improving key regulated priority areas - pharmacotherapy and Community Treatment and Care (CTAC) services - whilst maintaining other elements of the contract
- develop a culture of continuous improvement across primary care settings and,
- build evidence to understand the national context for GMS contract implementation to inform long term Scottish Government investment.
The post holders will be expected to have a postgraduate degree in a relevant subject (such as public health, health services research or health and social research) or have demonstrable equivalent knowledge and experience. We are looking for individuals with a broad range of health services research skills, in particular with experience in qualitative research. The post holder should have experience in gathering views from a range of stakeholders using a range of techniques (e.g. focus groups) and synthesising qualitative data.
An understanding of evaluation approaches within the context of improvement and complex programmes is highly desirable, as is experience of undertaking different types of evidence review. The ability to promote the use of evidence and evaluation in different contexts is important. The post holders should be strong communicators and have the ability to develop and maintain effective relationships and networks with a range of stakeholders and senior leaders. The post holders will have good organisational skills and a proactive and collaborative approach to work.
