ICT Contracts Officer

Who We Are

As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services.

We have six regional centres – Aberdeen, Dundee, South Queensferry, Hillington, Cardonald and Clydebank. NHS 24 supports hybrid working, and this post can be based within any NHS 24 regional centres. The successful candidate must be within commuting distance to a regional centre to attend if required and must also be able to travel to other regional centres when requested to attend meetings, undertake training and any other activities.

The Role

Working closely with the wider ICT Technology Team Management, and external contractors and suppliers, the Contracts Officer will be responsible for the coordination and management of various aspects of the Contracts Management function. The Contracts Officer will forge and maintain relationships with key contractors and suppliers, ensuring that high levels of accuracy are maintained at all times.

The role will require a good level of understanding of both NHS 24 Governance processes and ITIL based Service Management methodologies used by NHS 24 and their critical suppliers.

Key Responsibilities

  • Analyse contractual information of a technical and commercial nature received to ensure accuracy and that it is up to date and valid and ensuring that any issues associated with the data are addressed
  • Maintenance of the ICT License Register monitoring all open licenses and cross matching with the parent contract or agreement held in the Contracts Register
  • Propose and implement changes to working administrative practices and procedures to the Contracts Manager highlighting potential changes/improvements to existing processes and procedures directly linked to contracts management/management information
  • Interpretation of performance against service delivery targets, whilst supporting the Contracts Manager in the generation and implementation of service improvement plans.
  • Preparing and co-ordinating meetings (internal and external), organising audio and visual requirements, recording, producing and distributing minutes and tracking follow-up actions to completion, to ensure the effective operation of these groups as required

Successful Applicant will:

  • Be experienced in procurement with a knowledge of procurement legislation
  • Demonstrate experience in data capture, input and management of databases
  • Exhibit excellent interpersonal and communication skills, with the ability to build rapport with multi-disciplinary stakeholders
  • Have strong planning and organisational skills
  • Have proficient experience using various Microsoft office tools including MS Teams
