Planning and Resilience Manager

Who We Are
As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services.
We have six regional centres – Aberdeen, Dundee, South Queensferry, Hillington, Cardonald and Clydebank. NHS 24 supports hybrid working, and this post can be based within any NHS 24 regional centres. The successful candidate must be within commuting distance to a regional centre to attend if required and must also be able to travel to other regional centres when requested to attend meetings, undertake training and any other activities.
The Role
The Planning & Resilience Manager will lead NHS 24s’ emergency preparedness and business continuity planning across all services. The post holder will provide coordination and ensure business continuity and contingency plans have been developed for when normal services become overloaded, restricted, or non-operational for whatever reason and support the sustainability of our whole system resilience during periods of significant challenge and demand.
Key Responsibilities
- Lead on the research, development, production, and monitoring of NHS 24’s framework to manage the resilience of the service to the agreed service levels.
- Develop and maintain strong and productive working relationships with Resilience and Emergency Preparedness leads across a range of agencies including other Health Boards, Local Authorities, Scottish Ambulance Service, Police Scotland, Scottish Fire & Rescue, SG Emergency Preparedness, Resilience, and Response Division and the NHS 24 Health and Social Care Partnership.
- Lead the NHS 24 input to multi-agency plans ensuring that NHS 24’s response capability works in harmony with other elements of the NHS e.g. maintain arrangements for the provision of strategic direction and control of NHS 24 emergency response and its co-ordination with that of other emergency responders and stakeholders, including the obligations specified in the Civil Contingencies Act.
- Provide regular, systematic assurance to NHS 24 Executive Management Team as to the effectiveness of NHS 24's emergency and contingency planning arrangements at strategic, tactical and operational levels through review of the organisation’s capabilities and regular engagement with Executive Directors and senior managers.
Successful Applicant will:
- Be educated to SCQF level 11 e.g. master’s degree in a Resilience or risk management related subject
- Demonstrate extensive specialist knowledge and experience in Resilience, Emergency Planning, Business Continuity and Crisis Management.
- Exhibit highly developed communication skills with experience speaking to executive and senior management within and out with the NHS in normal and difficult situations, and to present reasoned arguments to them where appropriate and delivering debriefing.

NHS 24 offers a complete benefits package, with a permanent contract on Band 7 £50,861 - £59,159 Per Annum (pro rata if applicable). Placement on salary scale is dependent on confirmation of previous relevant NHS service.
