Be the Leader Who Unlocks Flow Across a Whole Health and Care System
NHS Greater Glasgow and Clyde – the largest health board in Scotland – is seeking an outstanding strategic leader to take on the role of Director of Whole System Flow. This secondment opportunity offers a rare and influential position at the forefront of national transformation in urgent and unscheduled care.
Working alongside the newly formed Interface Care Division, the Director will lead system-wide efforts to integrate services across acute, community, primary care, and social care – ensuring patients move seamlessly through the system and receive the right care, in the right place, at the right time.
About the Role
This is a pivotal role for a senior executive with vision, credibility, and a deep understanding of the interconnectedness of health and social care. You will drive complex, high-impact programmes of change designed to:
- Reduce delays and avoidable admissions.
- Promote safe, person-centred discharge.
- Shift the balance of care towards community and home-based models.
- Embed evidence-based improvement and digital innovation across pathways.
You will work at the highest levels of system leadership — engaging HSCP Chief Officers, Acute Sector Directors, clinical leaders, and external partners to ensure a consistent, integrated approach to flow across all care settings.
Key Responsibilities
- Strategic Leadership: Shape and deliver the Board’s vision for flow transformation, aligned with national reform ambitions.
- System Integration: Coordinate cross-boundary pathways and service redesign initiatives including Hospital at Home, Home First, and Locality Response.
- Performance & Improvement: Champion real-time data-driven decisions, support the digital transformation of urgent care, and lead a culture of outcome-based improvement.
- Governance & Assurance: Provide senior assurance at Board level on system performance, clinical safety, and operational effectiveness.
Candidate Profile
We are seeking a high-impact leader with:
Essential Experience:
- Substantive Chief Officer-level leadership within an HSCP, NHS, or equivalent multi-agency care system.
- Demonstrated success in system reform, urgent care transformation, and whole-system service redesign.
- Experience managing across acute, primary, and community care settings.
- A track record of collaborative, high-performing delivery in complex and politically sensitive environments.
Key Skills and Attributes:
- Systems thinker with the strategic agility to influence across organisational boundaries.
- Skilled negotiator and consensus-builder with a strong command of operational, clinical and strategic priorities.
- Authentic, resilient leader who models compassion, inclusivity, and excellence.
- Proven experience in performance improvement, digital innovation, and cross-sector governance.

Appointment Terms
- Secondment opportunity for existing NHS/HSCP executives at Grade E or equivalent.
- Salary: Maintained existing substantive grade plus a responsibility allowance.
