Resilience Manager
National Risk & Resilience Department (NRRD)
Permanent - 37hrs plus On Call
AfC Band 7, £50,861 - £59,159
Based at Aberdeen or Inverness, covering North of Scotland
The National Risk & Resilience Department (NRRD) provides a comprehensive, effective and robust organisation wide structure for risk management, integrated and emergency planning and resilience, business continuity and specialised response, including the Special Operations Response Teams and Community First Responders across Scotland. The department also manages logistics and training for specialised response. We work directly with the Scottish Government and an extensive network of external organisations on a Scottish & UK level.
Reporting to the Head of Service, Resilience & Business Services, the Resilience Manager (North) will lead a small geographical team covering the North of Scotland and be responsible for the implementation and monitoring of the NRRD strategies across a Regional Resilience Partnership (RRP) & broader responsibilities around emergency preparedness and resilience.
The Resilience Manager is responsible for ensuring the conditions of the Civil Contingencies Act placed upon the service are embedded nationally and within their respective regions, whilst also fulfilling the role of subject matter expert for other key associated policies & legislation, including COMAH & REPPIR regulations.
The Resilience Manager will oversee the planning and delivery of SAS input to multi-agency exercises, whilst also playing a key role in the development of national and local plans. This will include leading on national workstreams for SAS, representing the organisation in a number of key forums and groups. Collaboration is a key element of the role, working with Scottish Government, local authorities, resilience professionals & other emergency services to develop manage and embed procedures to anticipate, prevent, prepare, respond and recover from threats to public safety.
To excel in this role, the post holder must have a proven track record of effective partnership working and have experience of managing resilience functions within a multi- agency environment. This position offers an excellent career opportunity for a highly motivated, self-starter who is able to work with a minimum of supervision. The postholder will have well developed communication, presentational and influencing skills, with experience of managing complex workloads and relationships.
The nature of the role means that you will be required to deal with sensitive information for which Security Clearance (SC) will be required. You must also hold a full UK driving licence as at times, you may have to travel significantly across the North of Scotland and elsewhere in the country. The post holder will also participate in a Tactical Advisor on call roster, providing subject matter expertise & specialist support in major incidents /emergencies.
