To provide senior leadership, direction and facilitation to the implementation of the Edinburgh Primary Care Improvement Plan and the transformation of Primary Care services, working strategically and collaboratively across Edinburgh, the Lothians and other HSCPs.
Direct the strategic planning of investment in Primary Care services to ensure a coherent, approach to service development and redesign. Ensure that new contract services meet the needs of Edinburgh residents and are in alignment with statutory requirements, national and local strategic objectives. The GMS contract and of awareness of the associated financial and human resource limits have strong emphasis.
Lead, manage and coordinate the multi stranded workstreams required. This includes the strategic planning, development, delivery, embedding, managing risks and evaluation scrutiny for a large and highly complex transformational change programmes in a complex, dynamic and political environment in collaboration with a range of partners.
Responsibilities include reporting (including detailed analysis of variances with planned expectations) and developing Primary Care improvements recommendations and options for review as required into governance structures including the Leadership and Resources Group, the NHS Lothian GP Sub-Committee, NHSL GMS Oversight Group, Health and Social Care Partnership Senior Leadership Teams, NHS Board, the Edinburgh Integrated Joint Board and Scottish Government
This post requires the post holder to have a PVG Scheme membership/record. If the post holder is not a current PVG member for the required regulatory group (i.e. child and/or adult) then an application will need to be made to Disclosure Scotland and deemed satisfactory before they can begin in post.
Due to legislative changes from 1 April 2025, this post may require a different level of criminal records check done than is currently the case. If the post is assessed as a "regulated role", your appointment will be subject to joining the Protecting Vulnerable Groups (PVG) Scheme. If there is any change to what is currently required, this will be confirmed by either the Hiring Manager or the Recruitment Team.
