About the Organisation:
In June 2025, the Cabinet Secretary for Health and Social Care introduced two key frameworks: the Population Health Framework and the Service Renewal Framework (SRF). The SRF sets out an ambitious vision to drive innovation and enable more integrated delivery across Scotland’s health and care services. As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) will come together to form a new organisation: Public Services Delivery Scotland in April 2026. The new organisation will play a pivotal role in supporting the renewal and long-term sustainability of health and care services across Scotland. We are recruiting four Commodity Manager posts within National Procurement – three permanent and one 24 months fixed term post available.

The Post:
This senior procurement role leads the development and delivery of national sourcing strategies for major goods and services across NHSScotland. You will negotiate and manage high‑value contracts, work closely with clinical and commercial stakeholders, and ensure compliance with public procurement legislation while delivering best value. The post also provides leadership to specialist procurement staff and plays a key role in influencing national procurement policy and strategy.

The roles are available within 3 areas:

Decarbonisation and Renewable Energy (DRE) – We have one permanent and one 24-month fixed term post within the National Procurement, Commercial, Governance and Sustainability team, supporting the Decarbonisation and Renewable Energy (DRE) category. It has been created to help NHSScotland accelerate the decarbonisation of its power and heating estate in line with the Scottish Government’s climate emergency and 2040 Net Zero target. The post requires specialist commercial and procurement expertise, particularly in wholesale energy markets and emerging sustainable heat and power solutions, to support delivery of an ambitious decarbonisation roadmap.

Scottish National Blood Transfusion Service (SNBTS) - One of the permanent roles sits within the Scottish National Blood Transfusion Service (SNBTS) Procurement Team, part of PSD Scotland Procurement and the National Procurement Centre of Expertise for Health in Scotland. Based at the Jack Copland Centre in Edinburgh, the team supports SNBTS’s critical work by delivering strategic procurement and stores services that enable the safe supply of blood, tissues, cells, and plasma products to NHS Scotland. The Commodity Manager role plays a key part in delivering the SNBTS procurement workplan, managing a strategically important portfolio of goods and services, and working closely with stakeholders to support essential collection, manufacturing, and testing activities.

IT (Software and Software Services) - This is a National Procurement Commodity Manager role serving all NHS Boards in Scotland with direct links to the Scottish Government Digital Health and Care. The post involves close engagement with a broad supplier base which includes key strategic suppliers, multinationals and SME’s. The IT procurement programme aligns closely to Scotland's Digital Health and Care Strategy, Cloud First and Once for Scotland initiatives, ensuring the widening scope of IT procurement is effectively managed. A key part of the role supports the regulated procurement of IT and related services to support the broader digital agenda including uptake of innovative / new emerging solutions e.g. including Digital First, Cloud solutions and Artificial Intelligence being procured on a “once for Scotland” basis.

The Candidate:
We’re looking for a skilled procurement professional who can navigate complex supply chains and deliver real value. You’ll bring experience in strategic sourcing, supplier performance management and contract oversight—ideally gained in a regulated or technically demanding environment.

You’ll be degree qualified in a relevant discipline (such as Procurement, Business or Supply Chain) or have equivalent experience. You’ll also hold, or be working towards, MCIPS. Strong digital skills are essential, particularly in data analysis and clear, confident communication.

You’ll be proactive, adaptable and comfortable managing your own workload while contributing positively to a collaborative team.

Location and Working Pattern:
Working Pattern is Monday – Friday, 36 hours per week.
Please note these posts are not suitable for part time or reduced hours working

  • DRE - Candidates will be based at National Distribution Centre at Larkhall or Gyle Square, Edinburgh. Currently hybrid working is available

It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PSD Scotland.
