Cyber Services Lead

On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.

As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

About the Organisation:

PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.

We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.

The Post:

NSS DaS’s Information Security & Governance pillar (IS&G) operates the Cyber Centre of Excellence (CCoE), a national service that provides modern, proactive, and efficient cybersecurity solutions for all of NHSScotland.

As part of its maturity journey, the CCoE seeks to establish a Cybersecurity Solutions & Services function. This is an exciting opportunity to join the IS&G senior leadership team as its Cyber Services Lead, and to develop, build, and oversee this new, multidisciplinary team.
Cybersecurity Solutions & Services will sit alongside the CCoE’s well-established Cyber Security Operations Centre (CSOC), which provides 24/7 cyber monitoring, alerting, and incident response services to NHSScotland’s constituent Health Boards.

The new function will comprise a Situational Awareness Team and a Service Management Team. The Situational Awareness Team will provide technical and non-technical cyber-related communications, threat intelligence, and staff and stakeholder awareness briefs; a third-party risk management and consultancy service; and security engineering expertise that will support Health Boards and national programmes in adopting modern cyber solutions and practices. The Service Management Team will internalise service support functions; manage relationships and hold accountable the CCoE’s third-party cyber providers; and ensure robust financial and budgetary oversight of the pillar.

The post holder will be required to engage with the existing CCoE team, the wider IS&G pillar, stakeholders across Health Boards and Scottish Government, and our third-party vendors, to quickly build a picture of the multi-faceted demand on the new function. We are seeking to appoint an experienced leader with a background in cyber security, technical delivery, or communications, and the credentials to build and inspire their team.

The Candidate:

The successful candidate will have experience:
• Leading, developing, and line managing multi-disciplinary teams, enabling their staff to excel in their areas of expertise.
• Translating strategy and high-level plans into efficient day-to-day operations, including demand management, process flows and optimisation, and operational reporting.
• Providing level-headed leadership under pressure. During cyber incidents, the appointed candidate will be expected to deliver concise, professional updates to stakeholders, often based on limited and rapidly developing information.

The successful candidate will be a self-driven, credible and confident leader who has demonstrated excellent stakeholder engagement and communication skills, and who can manage and prioritise conflicting demands. Their expertise will be evidenced by relevant graduate and post-graduate qualifications or equivalent experience, as well as continual professional development.

They will have a strong interest in all aspects of the function and are a significant and confident subject matter authority in information/cyber security and/or business communications. They can evidence their ability to apply their skills in a highly complex delivery environment through previous engagements, ideally in a healthcare or public sector context.

Location and Working Pattern:

This post can be based at Gyle Square, Edinburgh, Delta House, Glasgow, or Abertay cyberQuarter, Dundee.

Currently hybrid working.

Frequent travel to NSS’s other office locations, and occasional travel to conferences and customer sites across Scotland may be required.

The work pattern for this post is Monday to Friday, 36 hours per week.
