Human Resource Officer

Band 4

37 hours per week (moving to 36 hours per week with effect from 1 April 2026 due to Reduced Working Week)

Fixed term until 30 September 2026


Location: Hybrid working – a mix of home and on-site working across NHS Borders locations


About the Role

As part of our Employee Relations (ER) team, you will be the first point of contact for HR queries within NHS Borders. The ER team provides a wide range of professional services, including:

  • Policy advice and guidance
  • Case management support (e.g., conduct, grievance, capability, and absence management)
  • Advice on terms and conditions and contractual changes

Key Responsibilities

  • Deliver an HR advisory service to the following clinical boards:
    • Primary & Community Services
    • Mental Health and Learning Disability Services
    • Corporate Services
  • Support investigation, disciplinary, attendance, grievance, and appeal processes
  • Provide operational advice on HR issues, including interpretation of Terms and Conditions of Service, Employment and Contract Law, and HR Policies and Procedures
  • Assist line managers with effective absence management and participate in ER meetings
  • Project Support to deliver national directives (Reduced Working Week, Band 5/6 Nursing review) and changes to Disclosure legislation



About You

We are looking for someone who can bring professionalism, expertise, and a collaborative approach to our team. You will have:

  • A qualification in Business Administration or Human Resource Management (Certificate in Personnel Practice or equivalent), or equivalent knowledge and experience
  • Previous experience working within a Human Resources function
  • Excellent interpersonal and communication skills, both verbal and written
  • A tactful and diplomatic approach when dealing with sensitive matters
  • Strong IT skills, including proficiency in Microsoft Office
  • Ability to work remotely and travel to NHS Borders sites as required

Working Arrangements

This role offers a hybrid working model, combining home working with on-site attendance. Therefore, the ability to travel to NHS Borders sites is essential.
