NHS Dumfries & Galloway is seeking an experienced and highly motivated IT Programme Manager to lead the delivery of its Digital Technology Development Programme. This senior role is responsible for the successful planning, governance, and delivery of a complex portfolio of local and national digital programmes, ensuring alignment with organisational priorities and national digital strategies.
The postholder will provide strategic leadership across digital programmes and projects, oversee benefits realisation, manage significant budgets and resources, and work closely with clinical, corporate, and national stakeholders to deliver safe, effective, and sustainable digital services.
Key Responsibilities
• Lead and manage the Digital Technology Development Programme, ensuring appropriate governance, controls, and assurance are in place
• Programme manage complex technical and business workstreams, including new system implementations and
upgrades to existing systems.
• Manage and report on programme budgets, risks, dependencies, and benefits realisation
• Provide specialist digital and programme management advice to the IT Delivery Manager and senior stakeholders
• Lead, manage, and develop a multidisciplinary programme team, including Project Managers and Project Officers
• Represent NHS Dumfries & Galloway at regional and national digital forums and contribute to national digital initiatives
• Oversee change management activities to support effective adoption of digital systems across clinical and corporate services
• Ensure continuity of user support, training, and facilitation for implemented digital systems
About You
You will be an experienced programme leader with highly developed specialist knowledge of programme and project management within a complex and regulated environment. You will have a strong understanding of digital systems within healthcare and a proven track record of delivering large‑scale change programmes that realise measurable benefits.
You will be confident operating at senior management level, able to influence and engage a wide range of stakeholders, and capable of managing competing priorities within a high‑pressure environment.

As from 1st April 2026, the Agenda for Change full-time working week will be reducing from 37 to 36 hours per week. Part time hours will be reduced pro-rata. However, there will be a corresponding increase in the hourly rate so that pay will not be affected.
