We are seeking an experienced Operational Payroll Lead to manage the day‑to‑day operation of the Payroll Services Department. Reporting to the Head of Payroll Services, the post holder will have overall management responsibility for staff across Payroll, Scottish Standard Time System (SSTS) and Expenses teams, based across multiple sites.

NHS Tayside Payroll Services is responsible for the accurate and timely payment of salaries and expenses for approximately 15,000 employees across the NHS Tayside Board, Community Health Partnerships, Operations Division and associated GP practices. The service manages a complex £361m annual paybill and operates under strict statutory and operational deadlines.

The role involves ensuring the delivery of an accurate, efficient and fully compliant payroll service, providing expert advice on Agenda for Change terms and conditions and statutory payroll legislation, and overseeing the implementation of pay awards, assimilations, reconciliations and audit requirements. The post holder will also manage complex and sensitive payroll matters, contribute to service development, and represent Payroll Services at senior forums, deputising for the Head of Payroll Services as required.

The successful candidate will have extensive senior‑level experience in a Payroll Service and be able to demonstrate strong leadership capability, with experience managing, supporting and motivating high‑performing teams.

Possessing specialist knowledge of payroll legislation and compliance, with expert understanding of NHS Agenda for Change conditions of service successful candidate will have excellent communication, numeracy and IT skills, with the ability to manage highly complex and sensitive information under pressure.
