As part of this transformation, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

Work Pattern: Fixed Term, Full Time, 36 hours per week

NES Technology Service (NTS) has created a strategic programme for the transformation of digital based services to allow NES to become a leading digital organisation in Scottish Health, digital by default and fully aligned with the Scottish Government’s technology strategies.

The Opportunity
This is an exciting opportunity to join a dynamic, innovative team delivering nationally critical digital services as part of the Digital Front Door (DFD) programme.
Public Services Delivery Scotland (PSD Scotland) is recruiting Lead Service Owners to take end-to-end accountability for high-value digital services within the Digital Front Door (DFD) programme. This is your opportunity to drive transformation, deliver measurable outcomes, and ensure services are accessible, inclusive, and person-centred.
As Lead Service Owner you will own the vision, roadmap, and performance for a nationally critical service, such as Referrals and Appointments, Digital Communications, Health and Care Record, Identity and Demographics or Information Services. You’ll work closely with programme leadership, delivery teams, and stakeholders to understand the outcomes required, align priorities, manage dependencies, and deliver coordinated change. Your remit includes ensuring services are accessible through digital and supported non-digital channels, and continuously improving quality, safety, and user experience.

What We Love to See
We’re looking for Service Owners who can offer a broad range of skills and experience, if you can offer some or all of these, we’d love you to apply:
Senior-level leadership experience as a Service Owner, Product Owner, or Service Manager (or equivalent), with end-to-end accountability for live, complex services in health, social care, or public sector environments
Understanding of multi-channel service delivery and the ability to design and assure end-to-end journeys that are accessible and inclusive for all users, including those who cannot or do not use digital channels
Proven ability to set service direction, develop roadmaps, manage trade-offs, and deliver measurable outcomes
Expert ability to define and communicate a clear service vision, outcomes and success measures, aligning teams and stakeholders to deliver them
Strong understanding of modern digital service delivery, multidisciplinary working, and operational service management
Experience of improving service performance using operational data, KPIs/SLAs, incident learning and continuous improvement approaches
Experience of service governance, assurance and decision-making, including managing risk, dependencies and financial oversight to deliver measurable benefit
Demonstrate honesty, integrity, care and compassion when dealing with others, utilising tact and persuasion skills when necessary
Ability to work on own initiative, to organise and prioritise own workloads, to meet strict deadlines

**NHS candidates will be considered firstly on a secondment basis, and so are strongly encouraged to discuss this with their current NHS employer at the earliest opportunity, ideally prior to application.

In person OR online interviews will take place on or around 20th-25th May 2026. Interviews will consist of a presentation component, whiteboard exercise, and values-based questions. The presentation topic will be sent to candidates selected for interview.
