The Role

The Procurement Manager will manage procurement & commercial activities in relation to assigned categories of the Board’s spend, including regulated tenders, implementation of national contracts, and ongoing contract management thereafter.

The post holder will be responsible for:

  • Supporting the Board’s over-arching procurement strategy by planning, managing and implementing contracts within a portfolio including Digital, IT and corporate services. This will involve ongoing prioritisation of activity to ensure maximum value for money is being achieved within pre-defined resources.

Key responsibilities will include:

  • Ensuring the integrity of the supply chain at all times.
  • The development and implementation of Procurement Strategies for the assigned spend category and NHS Lanarkshire’s key suppliers.
  • Provision of professional advice and guidance to management and budget holders on all aspects of procurement of goods, services and public works contracts.
  • Representing NHS Lanarkshire on National Procurement Commodity Advisory Panels and other national activities, ensuring subject matter experts within the Health Board engage with these panels either directly or indirectly.
  • Liaison with NSS National Procurement on contract, compliance and governance matters.
  • Identification of potential areas for expansion of the scope of the service.
  • Providing a key input into the Board’s ongoing improvement plans, including in relation to the Procurement & Commercial Improvement Plan (PCIP) and Sustainability and Value programmes.


Location and Working Pattern

The office location for the role will be at NHSL Headquarters, Kirklands Hospital, Bothwell, G71 8BB.

The working pattern for this role is: Mon-Fri (office hours) - Remote, hybrid working is available based on 2 office days per week.

In this key role, you will:

The post holder, as a member of the Procurement Management Team, will support the General Manager Procurement & Logistics in the execution of departmental objectives in relation to the development of strategic procurement and purchasing activities linking with all departments within the board to develop specifications, tender selection and award criteria and to manage all strategic procurement activity in accordance with the standing financial instructions and relevant public contracts legislation. The post holder will also manage post-award activity in terms of ongoing contract management and supplier management activities.

Take ownership of a contracting workplan and agree the priority areas for contracting and implementation on an annual cycle and review continuously throughout the financial year. Identify any potential to collaborate with other health boards where there are common requirements to optimise potential savings opportunities.

Maintain the department’s Savings Tracker to ensure internal reporting within the Health Board and external reporting to National Procurement. Regularly share and discuss savings with appropriate Management Accountants and Senior Finance Managers to support cash releasing savings targets. Regularly feedback on validated contract savings to National Procurement.

Identify areas for development in relation to savings opportunities within existing national contracts or potential non-contract influenceable spend which could be contracted for locally and develop costed proposals to affect efficiencies in the provision of Procurement Services. Identify the potential to collaborate with other health boards or other public sector bodies where there are common areas of spend. This activity will also require research and development activity in respect of potential supply markets that will influence procurement strategy.


What You'll Bring:

The post requires an individual with strong technical skills to ensure that theoretical models of high quality procurement are turned into practice. This requires an individual who is educated to degree level and in addition has post-graduate qualifications preferably from the Chartered Institute of Procurement and Supply (CIPS) to Advanced Diploma Level (Level 5) and ideally be working towards or will have gained Professional Diploma (Level 6) – MCIPS

The post also requires an individual who demonstrates a high level of competence in the critical leadership behaviours identified as crucial to achieving success within NHS Scotland.
