The role of Chief Operating Officer/Deputy Chief Executive is a new and exciting position in the Scottish Ambulance Service reporting directly to the Chief Executive.
This role will lead and direct the operational delivery of high-quality emergency, urgent, planned, primary and mental health care to the population of Scotland and will deputise for the Chief Executive across the full range of responsibilities as and when required.
The COO will provide visible and inspiring leadership for all SAS operational staff, championing a professional and open culture which empowers the delivery of compassionate care and acting as a role model for SAS and NHS values and behaviours.
As a member of the SAS Board and Executive Leadership Team, this person will make a critical contribution to the corporate management and governance of the Service.
The Scottish Ambulance Service is the largest geographical ambulance service in Europe covering all of Scotland and its Isles. The Service employs 7,000 people, undertakes some 750,000 incidents, 1 million patient transport journeys and 4000 air ambulance missions each year. The COO/DCEO Directorate comprises of; 3 Operating Regions, 3 Ambulance Control and Dispatch centres (with backups), Air Ambulance, Specialist Retrievals, Specialist Operational Response for major incidents, including CBRNe, Community Volunteers as well as Risk and Resilience including responsibility for ensuring the Service's obligations as a Category 1 responder under the Civil Contingencies Act are met, Business Analytics and Workforce Rostering.
Qualifications/Experience required: -
- Educated to degree level or equivalent with demonstrable senior/board level management experience within a large complex organisation, preferably within the NHS or Public Sector.
- Ability and evidence of integrity and effective, compassionate leadership and management skills together with a proven track record of achievement in senior operational leadership in a complex organisation, and organisational development and implementation.
- Ability to develop and maintain productive and positive relationships with key internal and external stakeholders and partner organisations, leading a culture of inclusive partnership working within and out with the Scottish Ambulance Service.
- Commitment to the development of a healthy organisational culture where all employees promote and demonstrate NHS and Service values, positively role modelling a values based, person centred leadership approach.
- A proven track record in developing strategic, creative, and innovative solutions and strategies for service improvement, based on a fundamental understanding of operational leadership concepts, principles and practices.
- Motivating and inspiring staff and providing high quality patient care in conjunction with the partners, public and staff and a deep understanding of the Health and Social Care agenda in NHS Scotland.
- An inspiring and credible communicator with the resilience and experience to operate effectively in a fast moving and pressurised environment and the stature to earn confidence and respect within the Service and beyond.
