NHS SCOTLAND SCAN FOR SAFETY PROGRAMME

2 to 3 days per week

The NHS Scotland Scan for Safety (SfS) Programme was established by NHS National Services Scotland in 2021, following approval of the programme business case by the Health and Social Care Management Board (HSCMB). The drivers for change are to increase traceability and recall ability for medical devices used in acute care, as well as regulatory drivers such as the Independent Medicines and Medical Devices Safety Review (IMMDS) and the Medicines and Medical Devices Act 2021 (MMDA) which resulted in a UK-wide commitment to establish a UK Medical Device Information System (MDIS). During 2022 a legislative requirement for all UK health and care providers will be established for them to collect data relating to the devices that are used in patient care, with the initial focus being on implantable devices. This is a high-profile Programme involving engagement at all levels across NHS Scotland.

Programme definition activity has been completed, the programme will consist of five workstreams – 
1.    Standards Development
2.    Supplier Engagement
3.    National Inventory Management System
4.    Medical Device Database
5.    Medical Device Data Hub

The business case approved in 2021 outlined programme costs totalling just under £14m over the next five years.  In addition, the anticipated financial benefits are estimated to be in the region of £40m over seven years. Key to the success of this programme will be engagement and support from local Health Boards.  Some areas of the programme such as the National Inventory Management System have engaged with some Boards to start rollout activity in selected areas. The programme will look to develop an overarching Implementation Framework to outline how implementation will be addressed by each of the programme workstreams. 

The MDR Specialist will join an established team with a passion for transforming services to improve healthcare for citizens in Scotland. The role is critical to shaping the future of healthcare delivery across Scotland and will be a key contributor to shaping the delivery of this wide ranging programme of transformational change. The work will need to align with Scottish Government policy as well as the regulatory requirements once these have been agreed. 

You should have significant experience working in the area of Medical Device Regulations at a senior level, the role requires a high level of credibility, diplomacy and influencing skills to generate commitment to the NHS SfS Programme. Therefore, experience in collaborative, cross boundary working and influencing at an executive level will be an advantage, and you will need to have proven experience of stakeholder engagement at a national level.
