We are seeking an exceptional leader to undertake this exciting national role. You will be a highly skilled and experienced pharmacist with in depth knowledge of health technology appraisal, a successful track record of delivering local, regional and national work programmes and an ability to navigate and lead in a complex stakeholder environment and a challenging political and policy context.
The post-holder will be responsible for the strategic and operational management of the Scottish Medicines Consortium (SMC). SMC advice and guidance on the clinical and cost effective use of medicines shapes the decisions made, and care provided, by NHS Scotland.
SMC aims to improve healthcare through health technology assessment of new medicines which underpins the managed entry of medicines policy and processes. SMC also delivers horizon scanning to support NHS Board financial planning for new medicines and is a partner in the UK Innovative Licensing and Access Pathway (ILAP) for new medicines with NICE and MHRA and the All Wales Therapeutics and Toxicology Centre.
The post-holder must be able to work in a complex and emergent environment, working with key stakeholders including the Scottish Government medicines policy team, the Chief Pharmaceutical Officer, and senior leaders (including Directors of Pharmacy and other executives) across NHS Boards, particularly their Area Drug and Therapeutics Committees (ADTCs), academic partners, and the pharmaceutical industry, thereby influencing and informing policy development and strategic direction at national and local level.
The Scottish Medicines Consortium (SMC) is part of the Evidence Directorate of Healthcare Improvement Scotland (HIS) and the post-holder will be part of the directorate’s senior management team.
You will have –
- Excellent communication skills
- Masters Degree in Pharmacy plus further degree (e.g. PhD, Masters in Business, or Masters in Research)
- Significant demonstrable post graduate experience with extensive clinical experience in a senior pharmacy role
- Understanding of epidemiology and statistics, public health practice, health economics and healthcare evaluation
- Evidence of continuing professional development
- Strategy and policy development and implementation
- Delivering a broad work portfolio at national level
- Proven experience in providing an effective professional, clinical and managerial lead to staff
