About the service
The People Planning, Analytics and Reward Service provides services to senior managers, managers and employees across the NHS Highland, the Highland Council and the Argyll and Bute Health and Social Care Partnership. The Service has 4 key objectives:
- Ensure employees are paid correctly for the work they do and timeously in compliance with the different sets of terms of conditions using
- Workforce systems that support people management business processes which then;
- Provide a broad range of information about people. We then analyse that information to;
- Provide management insights and support workforce planning both operationally and strategically
These objectives are delivered through 4 teams:
- Payroll Team
- Job Evaluation
- Integrated Workforce Systems Team
- Workforce Planning and Analytics
The Integrated Workforce Systems Team brings together workforce system specialists and support teams across each of our workforce system, eESS, our HR Information system, JobTrain (recruitment system), TURAS, both Appraisal and Learn applications, HealthRoster (clinical rostering system) and SSTS, our time and attendance system.

About the role
This post sits within the e-Rostering Team which supports managers and employees with the Administration, Support, Training and Reporting functions associated with HealthRoster.
NHS Highland has embarked upon an ambitious modernisation programme with a key objective to improve its service to patients. This programme is underpinned by Information Technology and has implemented an electronic E-rostering system for capturing how we deploy our workforce. It is necessary to introduce new, or expand and maintain existing, IT solutions/systems into complex clinical environments which often span multiple organisational boundaries within NHS Highland.
The post holder will become an expert user of the Allocate Health Roster and Safe Care IT system; prepare and deliver training to all levels of the workforce, providing frontline support and advice on the system. The post holder will support the clinical teams on the management of the Allocate systems to ensure effective and efficient use. They will perform a variety of tasks including creating rosters when required.
The post holder will assist staff to collect and analyse complex data including shift patterns and hours in order to develop, test, deploy and support end user requirements. The post holder will be required to appreciate that staff may be required to change working practices in order that benefits may be realised and will involve persuasion, negotiation, and training.
This post covers Highland and Argyll and Bute.
What we love to see
Educated to HNC/SVQ3 level or equivalent experience working in a busy operational environment which includes:
- Excellent organisational and communication skills (oral, written, presentational, electronic).
- Ability to work as an autonomous practitioner.
- Knowledge and understanding of the requirements of the Healthcare Staffing (Scotland) (Act) 2019.
- Experience of implementing change required.
- Experience in successfully dealing with operational and service delivery issues.
- Personal leadership qualities including enthusiasm, empathy, tenacity, flexibility, patience, and a solution focused positive attitude.
- Previous experience and interest in delivering tailored and bespoke training to large teams.
- Ability to engage a wide range of individuals.
- Able to deal with resistance or conflict of interests sensitively yet assertively.
- Ability to quickly learn new software systems.
- Be able to maintain a healthy work life balance.
- Excellent organisational skills required to prioritise workloads.
- Excellent IT skills/competence.
- Ability to work under pressure.
- Ability to manipulate data to produce effective and relevant reports.
- Proven ability to work autonomously, identifying and independently developing procedures and policies to enhance the service.
