Reporting directly to the Head of Capital Planning, and as a key member of the Capital Planning Team, you will oversee and manage a number of concurrent capital projects. This is a critical role to drive the delivery of a number of significant major projects within NHS Ayrshire & Arran’s (NHSA&A) Capital Investment Plan and Caring for Ayrshire programme.

This is an exciting and transformational time for NHSA&A as it seeks to redefine how it delivers Health and Wellbeing services to the 380,000 citizens across North, South and East Ayrshire. Its ambitious “Caring for Ayrshire Programme” has aspirations to invest over £750M in improving its physical and digital infrastructure over a 10 year period, with developments planned in all acute, primary, and community areas of its estate. It is
intended that its new estate will be “right-sized”, “right placed” and “fit for purpose”, integrating the latest digital technologies to support a patient focussed, high quality, safe health and wellbeing service that is financially sustainable.

You will ensure that projects are delivered within budget and programme, meeting all required standards, to underpin the Clinical Services Strategy whilst ensuring value for money, fulfilment of governance requirements and rigorous management of project expenditure.

Youwill provide advice on strategic options to develop the Board’s Estate and Capital assets and on general capital planning matters to the Head of Capital Planning.

This is a challenging role requiring a critical and proactive approach, high levels of personal resilience and robust technical and contractual knowledge gained through extensive experience in delivering major capital projects within complex, live environments.
Key requirements of the role are:


 Responsible for development and delivery of all capital projects from inception through the planning and business case development phases, procurement andconstruction, securing appropriate legal, technical and financial advice to ensure that all schemes are fit for purpose and represent best value.
 Working across the organisation with directorate teams to deliver projects that meet the needs of the service; that is right sized, fit for purpose, flexible and is affordable. It is critical that engagement is maintained with operational and estates teams from inception to ensure that completed projects fully meet the organisation’s requirements.
 Managing a challenging capital investment programme within a complex, multi-site, live environment where patient interests come first at all times. The portfolio of concurrent live projects is likely to be varied in terms of scale and complexity and all will require close attention to detail.

 Ensuring that the appointment of consultants, contractors and suppliers is compliant with procurement regulations and delivers good value. Where possible develop opportunities for community benefits, wealth building and employment opportunities for the citizens of Ayrshire.

 Robust contract management through experience, knoweldge and application of NEC3/4 and SBCC/JCT, to ensure NHSA&A’s interests are preserved whilst avoiding conflict and disputes.
 Ability to proactively manage a programme of concurrent projects to achieve key dates, align with interdependencies and deliver quality, first time.
 Strong financial skillset to develop accurate project costs, prepare cash-flow forecasts and manage expenditure to programme and financial year accounting.
 Clear understanding of costed risk management and adoption of a proactive mitigation approach to respond to the unplanned and unexpected.
 Mature application of Health & Safety management including construction activities, fire safety, asbestos and avoiding hospital acquired infections. Leading the capital planning team to ensure projects are developed in compliance with SHTM guidance and in collaboration with in-house Health & Safety and Infection, Protection & Control teams.
 Capability to draft clear, concise reports often dealing with complex matters for consideration and approval by internal governance groups. Familarity of working within a public sector organisation with established formal goveranance structures.
