Scottish Child Public Health and Wellbeing System (SCPHWS) Product Owner/Subject Matter Expert (SME)

The post:
The SCPHWS project is looking for 2 fulltime SMEs to support the development and implementation of a new Child Health System for Scotland.
You will engage with stakeholders at all levels (including Health Board (HB) staff and Supplier(s)) to represent the needs of the system users. Also, you will be the conduit between the supplier, NSS service management and the business users for the duration of the project and to support transition into business as usual.
In addition, you will act as chairperson at various groups and ensure there is a suitable facilitator at meetings, agreeing necessary documents and points for discussion in advance. You will provide a coordinated, agreed response to all questions of the clinical and administrative teams relating to the business requirements for the system, including questions relating to data items and system design and co-ordinate the business in User Acceptance Testing (UAT).
Where necessary, you will act as decision maker on behalf of the Configuration working group, seeking appropriate assurances, and documenting decisions, actively taking part in decision making to ensure they are translated into business requirements.
Note: Although the role sits within NHS National Services Scotland Digital and Security (NSS DaS) and the Job Description reflects this, we are seeking someone with an equivalent level of expertise and seniority in Child Health rather than technical systems, and so applicants are guided towards the Person Specification to find out more about the qualities we will be looking for in the successful applicant.
The candidate:
To be successful in this role, you should be educated to degree level or possess equivalent experience.
You should have experience of Senior Leadership at HB or national level in any or all of Child Immunisations, the Health Visitor / Family Nurse Pathway, the School Nurse Pathway, Child Surveillance or Child Screening.
You should have previous experience of implementing and managing change, using influence to ensure positive experience of change, as well as preparing the appropriate business areas for transition to new processes / systems.
You will possess excellent communication and interpersonal skills and proven experience of working with senior stakeholders. You must have the ability to effectively lead and motivate staff, with the ability to work on your own initiative while responding to a rapidly changing environment.
Location and working pattern:
The role can be carried out anywhere in Scotland with a reliable internet connection capable of sustaining MS Teams video calls. Note, although the majority of engagement will be remote there will be the requirement to travel to several face-to-face events. The working pattern will be 37.5 hrs over 5 days.
