About the Organisation:
NHS National Services Scotland (NSS) provides national infrastructure services and solutions which are integral to the delivery of health and care services in Scotland – locally, regionally and nationally.  Our national infrastructure is wide-ranging, covering clinical areas, such as the safe supply of blood, tissues and cells, through to non-clinical areas, such as providing essential digital platforms and cyber security for health and care.

Our organisation is made up of nine strategic business units and we employ around 4000 staff based at 23 locations across Scotland.

Our vision is to be integral to a world-leading health and care service.

The Post:
An exciting opportunity has arisen within NSS Finance to lead and manage the new South East Regional Payroll Service.  This post is responsible for leading the transformational change programme across the South East Consortium, driving the establishment of NSS as the provider of payroll services to 8 NHS Boards.  The post holder will lead the transfer of the 5 payroll teams from NHS Fife, NHS Forth Valley, NHS Lothian, NHS National Services Scotland, and the Scottish Ambulance Service into one single team.  Following the transfer of the teams, the post holder will be accountable for the ongoing delivery of the service and have responsibility for paying over 80,000 staff.
This post will also lead the redesign of the regional payroll shared service, while contributing to the national programme to deliver new systems and processes ensuring a sustainable payroll service for the future.

The Candidate:
We’re looking for a candidate with significant experience in leading finance transformation, with a track record of operational excellence in a large scale financial shared service.  You will have a real passion for leading change to drive the implementation of the new South East Payroll Service while maintaining consistently high standards of service to our customers.

The post holder will be supported by a highly experienced operational payroll management team with in-depth knowledge of NHSScotland terms and conditions.
You should be educated to Degree level or have equivalent, demonstrable experience. In addition, you should be a Qualified Finance Professional with significant post-qualifying experience in a senior finance role within a large and diverse organisation.

You should have excellent communication, facilitation, and negotiation skills, including the ability to simplify and communicate complex information at all levels within NSS, and potentially NHSScotland and the wider public sector.

If you have experience with people-centred transformation, the ability to motivate teams and drive change, then this could be the role for you.

The successful candidate will be required to undergo a PVG Scheme Disclosure/Disclosure Scotland check. Any candidate who has worked overseas for more than 3 months will also be required to provide a criminal record check from the appropriate overseas agency

Location and working pattern:
The location of this role will be Edinburgh or Glasgow, however, we promote flexible location working. We anticipate that a flexible approach to where we work will continue and a blend of home and office working will become the norm depending on preference and service need.

Working pattern will be Monday to Friday, 37.5 hours.

Benefits:
Our benefits package includes pension scheme, comprehensive range of work life balance policies, occupational health services, learning resource centres and discounted leisure, financial and shopping benefits.
