The post holder’s role is to plan, direct and coordinate the design, installation, connectivity and effective management of all communications system solutions within NHSL to ensure the stable operation and availability of IT communications services to end users. They will work with the Digital Services Manager (Technical Services) and other senior colleagues across NHSL and beyond to provide strategic guidance and advice relating to the communications infrastructure that best meets the strategic business needs of the organisation as well as manage the day to day activities required to provide a robust communications support and management service across NHSL. In addition, the post holder will develop a suitable communications strategy that aligns fully with the aims and objectives set out within the NHSL eHealth Strategy.
The post holder should be educated to degree level in a relevant IT discipline with extensive experience in a senior telecommunication supervisory/management role within an Information Technology Department. They should preferably have experience in a health service environment and have an excellent working knowledge of all NHS and NHS Scotland IT Infrastructure guidelines and procedures. In addition, the post requires an individual who can demonstrate a high level of technical knowledge in telecommunications management covering the following areas;
- All MS Windows platforms, TCPIP networking and Active Directory (AD) XP
- Excellent working knowledge of all industry networking protocols including Microsoft, Cisco and Avaya
- Proven track record of experience in supporting and managing Avaya telecoms networks e.g. Voice Over IP (VOIP) & SiP
- Extensive knowledge of Telecommunications concepts and principles relating to NHS Scotland.
- Strong leadership and excellent personnel management skills
- Strong knowledge and understanding of the NHSL eHealth Strategy goals and objectives
- Strong understanding of NHS Scotland Telecommunications legislation relating to data privacy and security
- Extensive hands-on experience troubleshooting fixed and mobile telecommunications equipment and applications.
- Proven experience in successfully creating and delivering complex Project Management solutions

The post holder must be a car owner and have a full, UK driving license to enable the successful dispensation of the duties related to the post.
