The Post:
This is an exciting opportunity to join the NSS Procurement team which is part of the Strategic Sourcing directorate within Procurement, Commissioning and Facilities (PCF). We help ensure the ongoing supply of goods and services for NSS through the use of national frameworks and locally developed contracts in line with NSS Standing Financial Instructions and National / International Procurement Regulations.
Our in scope third party expenditure is around £102M per annum. The team manages tendering activity of around £62M per annum and in addition undertakes contract and supplier management activity of around £6-8M per annum.
The key purpose of the role is to promote and drive compliance with  NHS National Services Scotland’s Standing Financial Instructions and relevant public procurement regulations.
The post-holder will also act as a main point of contact for procurement queries from Strategic Business Units (SBUs) and provide advice to users/budget holders on procurement policies and procedures.  The post-holder will also undertake purchasing activity and organise medium value contracts.
The Candidate:
You should be educated to at least Higher Level and have completed/be willing to undertake Level 4 membership of the Chartered Institute of Purchasing and Supply (MCIPS).
You should have experience of working in a busy customer facing environment  with a good working knowledge of E-Procurement systems.
The  ability to work under pressure; deal with multiple tasks with the ability to prioritise is critical.  Well-developed personal, written and verbal communication skills is also required.
Location and Working Pattern:
Edinburgh/Glasgow
Monday to Friday 37.5hrs pw.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
