NHS Scotland Assure was launched on 1st June 2021 which forms part of NHS National Services Scotland (NSS) Board. NHS Scotland Assure exists to improve how we manage risk in the healthcare built environment across Scotland. It encompasses some of the existing services provided by Health Facilities Scotland (HFS) and Antimicrobial Resistance and Healthcare Associated Infection (ARHAI) in addition to the new services offered by Assure.
HFS is part of the Procurement, Commissioning and Facilities (PCF) Strategic Business Unit within NHS NSS and provides operational guidance to NHSScotland healthcare bodies on all facilities topics. We deliver and co-ordinate effective advice and support in relation to national facilities, equipping and technical matters which support and improve health and well-being services.
As part of the continued development of NHS Scotland Assure, a SCART Manager role is required within NHS Scotland Assure / HFS. We are looking for an experienced and qualified member of staff to support NHSScotland Boards on the management of Estates Related Statutory Compliance which enables organisations to measure their level of compliance with a range of aspects of legal compliance and compliance with NHSScotland Estates and Facilities Guidance
The post:
NHSS Assure wish to appoint someone to lead, manage, develop, implement and monitor the HFS’s Statutory Compliance Audit and Risk Tool (SCART). SCART is a web-based risk assessment tool which was commissioned by the Facilities Directorate to allow territorial NHS Boards to record and measure their level of compliance against a range of aspects of legal and best practice compliance measures in areas such as control of asbestos, water quality management, heating and ventilation systems, electrical systems, and medical gas pipeline systems. It is used both for internal reporting and for reporting to the Scottish Government Health and Social Care Directorates. SCART helps NHSScotland Boards in their contribution to achieving the Scottish Governments contributing to quality care by giving an assurance of safety with regard to compliance Estates and Facilities guidance and legislation. It also ensures more effective management of Estates related risks by helping in the prioritisation of tasks and allocation of resources in a risk-based manner which is more effective and efficient.
The candidate:
The post holder will be required to develop appropriate guidance, give advice and develop and deliver training and operational support to all Boards on all topics related to statutory compliance and compliance with HFS guidance, this includes but is not limited to control of asbestos, water quality management, heating and ventilation systems, electrical systems and medical gas pipeline systems.
To support all NHSScotland Boards effectively, the role requires a sound understanding of HFS’s Statutory Compliance Audit and Risk Tool, with regards to the Healthcare Built Environment, NSS Healthcare Facilities Guidance, gained through extensive experience at senior level in the public sector or equivalent role. The post holder will work from NSS offices, at Board sites and other locations as necessary.
Location and working pattern:
The current location for this role is Glasgow based however a hybrid solution to suit both employer and employee will be developed and agreed with the successful candidate. This will consist of office-based working, working from home and travel to NHS Boards for face-to-face meetings when required.
37.5 hours per week Mon - Fri
