Senior Contract Executive

About the Organisation: 
As a vital part of NHS Scotland, NHS National Services Scotland’s mission is to enable and support the delivery of better health and better care, working in partnership with multiple stakeholders. We do this by providing a range of specialised support services that enable NHS Boards to focus their efforts on delivering health improvement and patient care.

The Contract Management Team (CMT) provide expert advice and services across the National Health Service in Scotland and is part of the Digital and Security SBU. 

The role of the Digital and Security SBU is to support the NHS Scotland national digital agenda through the effective delivery of digital products and specialist services that will enable clinical process and efficiency improvements across Scotland. This includes the delivery of digital services, systems, data and contracts which enable cross-Board/ boundary integration, workflow, information sharing, cost efficiency realisation and collaboration.

The CMT is the principal point of contact between NHS Scotland and the Suppliers of a range of National IT Service contracts, which embrace business and clinical service needs at both national and local levels. 

The Post: 
An exciting opportunity has arisen for the role of Senior Contract Executive to provide senior contract and administrative support related to the Picture Archiving and Communication System (PACS) and radiology contracts. This involves a number of suppliers, managed by NSS on behalf of NHS Scotland.  PACS is a large-scale change programme which sets out to deliver digital technologies to support diagnostic services across Scotland, as well as comprehensive sharing of the radiological image and its report. 

Principal responsibilities will be to:

  • Focus on the operation of the Contract and Change Control procedures around additional/new requirements and exit activities, including customer liaison and financial administration processes.
  • Agree contract, commercial and service management processes and ensure these are adhered to. 
  • Monitor service delivery performance against agreed and contractual service levels.
  • Management of clients/contractors using established governance arrangements (e.g. contract and CCN review meetings, delivery/service review meetings, change advisory board etc.).
  • Take part in a number of client/contractor governance and project meetings and, together with the PACS Contract Executive, provide the secretariat support for these.
  • Delivery of appropriate management information/reports as required to various stakeholder groups.
  • Oversee the day to day activities of the PACS Contract Executive to ensure that best practice processes are followed, and play a lead role in their development and training.

The Candidate:
We are seeking to appoint a proactive and enthusiastic individual, who can demonstrate competence and experience in office administration, taking the initiative, time management and who is an excellent communicator.  In addition, the ideal candidate will exhibit good interpersonal skills and be able to deal with people at a number of levels of the organisation.

The post holder will have a well-developed organisational ability and be able to prioritise their own and the Contract Executive’s workload, be proactive and ensure administrative processes are operated in a timely and efficient manner. 

Location and Working Pattern:
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
