Service Manager – People Support and Development
About the Organisation:
Public Health Scotland is a new organisation, set up to improve the lives of people in Scotland, to reduce health inequalities that persist in many of our communities. It’s an exciting time to join the organisation, with PHS at the forefront of Scotland’s efforts to tackle Coronavirus and its implications across society.
The Post:
Are you an excellent strategic Learning and Development (L&D) and Workforce Development (WFD) leader? Would you relish helping ensure Scotland’s public health authority is best placed to improve Scotland’s public health and tackle inequalities? If so we’d be keen to hear from you. This post of Service Manager – People Support and Development will ensure that PHS has an effective People Support and Development service that delivers on the internal workforce development requirements for PHS. Coupled with this the postholder will be responsible for engaging with a wide range of partners in support of the leading role that PHS has in the wider Scottish Public Health workforce development space. This aspect includes the delivery of various workforce development interventions for the wider Scottish Public Health sector. The postholder will lead the team required to deliver the objectives of the People Support and Development Service and to provide professional advice and expert interpretation to stakeholders, customers and staff in line with the strategic objectives of PHS.
The Candidate:
You must be experienced in collaborative working and in developing effective and positive relationships with key stakeholders and providing a positive role model for partnership working and relationship management. You should have expert specialist knowledge in workforce development acquired through relevant degree level education, with an appropriate, relevant postgraduate qualification or equivalent experience. The postholder should be a member of a professional body relating to people development.
You will bring demonstrable experience in people support and development in a large and functionally disparate organisation. Experience in the development and delivery of a range of workforce development interventions using innovative and engaging techniques for a variety of audiences. Experience of undertaking quality assurance and impact assessment with advanced experience of leading and facilitating ongoing learning.
In addition, you should be an inspirational and motivational leader with excellent team-working skills along with influencing and persuasion skills with the ability to present ideas and proposals.
Location and Working Pattern:
Gyle Square, Edinburgh or Meridian Court, Glasgow.
Currently hybrid working.
Work pattern - Monday to Friday, 37.5 hours per week.
During times of public health emergency, or other urgent business need, you may be required on a temporary basis to work your normal contracted working hours over 7 days including weekends, in order to meet the needs of the service.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with PHS.
