Who We Are

As NHS Scotland's unique provider of a national tele-health and tele-care service, we are responsible for the delivery of health advice and information by telephone and online services to the population of Scotland 24 hours a day, 365 days a year. NHS 24 is a patient-focused service providing the people of Scotland with triage, advice, guidance, referral and information on health and healthcare services

Where We Are:

Our Regional Centres are located at Hillington, Cardonald, Clydebank, South Queensferry, Dundee and Aberdeen. This post can be based in either our Clydebank, Cardonald or South Queensferry centres. NHS 24 also supports Hybrid Working.

The Role…..

The post holder will provide service design expertise and change leadership capability to support the delivery of NHS 24’s portfolio of strategy led programmes and projects. This will include the development of new services, improvement of existing services, and support to the National Boards Collaborative.

Modelling and developing a systems thinking approach across a range of service design programmes, the post holder will ensure that good principles of work design integrated into the delivery of services across the health and social care sectors. The post holder will ensure that NHS 24’s ‘digital first’ design principle is integrated into the development and delivery of health and social care services across Scotland.

Key Responsibilities:

  • Using knowledge and experience of systems thinking in work design to achieve end-to-end flows in multi-channel / multi-agency pathways for service users, the post holder will work with a wide range of partners to identify, investigate and develop solutions to system problems that improve quality, productivity and efficiency.
  • Provide change leadership across the range of programmes and initiatives in support of NHS 24’s strategic objectives and Strategic Delivery Programme aligned with the organisation and the National Boards Collaborative.
  • Work in a corporate manner in a politically sensitive and sometimes highly contentious environment, contributing to the team’s ability to respond quickly to relevant changes in health policy priorities, together with the emergent needs within NHS Scotland and Health and Social Care Partnerships

The successful applicant will:

  • Significant complex programme and/or change leadership experience at senior manager level, covering at least one specialist area (e.g. Clinical, Operational HR, Finance, IT) managing activities and outcomes to required standards and outcomes
  • Educated to degree level with a postgraduate or professional qualification at Masters level relevant to the role and/or equivalent higher level study or experience
  • Project Management expertise e.g. PRINCE 2 accreditation/Agile Methodologies
  • Excellent communication skills both written and verbal
  • Experienced negotiator/facilitator with the ability to influence others.
  • Extensive knowledge and experience of the model of service design approach to ensure that end user needs are met
  • Experience of procurement and implementation of programmes to a successful end point.
  • Requirements capture and creation of options appraisal and business cases essential
  • Experience of managing multi-disciplinary teams desirable.
  • Working knowledge of budgets and financial management desirable

NHS 24 offers a complete benefits package, with a permanent contract on Band 8A £56,992 - £61,522 (pro rata). Placement on salary scale is dependent on confirmation of previous relevant NHS service.
