NHS Greater Glasgow and Clyde is the UK’s largest provider of acute hospital, primary, community and mental health care services. With a total budget of £3.2 billion and a workforce of around 39,000 staff it serves an immediate population of 1.2 million plus provides specialist regional services to more than half of Scotland’s population. The geographical area covered is diverse; from the major city of Glasgow, large and small towns, villages and some rural districts; and encompasses 6 local authority areas from East Dunbartonshire to Inverclyde.
Like all Public Sector bodies, NHSGGC has faced a significant challenge in maintaining financial balance year on year. The continued pressure to deliver more for less means robust financial control and extensive cost savings must be designed and delivered each year.
The Board previously recognised the need for more organisational wide and centrally driven savings and efficiency initiatives. The Financial Improvement Programme (FIP) started in 2018/19 as a comprehensive programme to support the Board to return to recurring financial balance. The programme, led by the Head of Financial Improvement (this role), was based on a proven methodology, underpinned by a robust and comprehensive governance process. This includes a Programme Board led by the Director of Finance with both the Chief Executive and Employee Director as members. A Programme Management Office (PMO) was established with a dedicated full-time Programme Manager and two dedicated project leaders.
The FIP has involved a systematic and forensic analysis across every area of the Board to identify opportunities for savings and efficiencies. These have focused on areas of spend and working practices, identifying waste and the potential for efficiency improvements.
In 2018/19, the Board yet again achieved financial break even. This out-turn was underpinned by £42.3m of in-year savings, a record amount across the Scottish NHS.
The Board currently has a vacancy for Head of Financial Improvement, whose role is to provide strategic leadership to the PMO and oversee the delivery of the savings programme.
The Head of Financial Improvement is a senior professional role with a high degree of autonomy and where the post-holder is responsible for providing high level strategic and operational leadership for one of the Board’s major programmes of work. The post-holder is fully accountable for the delivery of business objectives, management of performance, and quality of deliverables in their area, including their team.
Reporting to the Director of Finance, the post holder will be a key member of the Finance Senior Management Team.
The position requires very close liaison with, and where relevant, challenging other Executives, senior managers within the Finance Directorate and other Directorates and Sectors. The post holder will work closely with the National Sustainability and Value Board.
Comfortable working in a complex and fast paced environment the successfully appointed candidate will provide strong and dynamic leadership and relentless drive in the provision of the FIP. A proven project/ programme manager with a track record in the NHS, the post holder will oversee the design and delivery of a portfolio of programmes with delivery plans typically spanning six months to three years impacting across the whole of the organisation.
As an accomplished and credible NHS leader, the post holder will demonstrate a track record of values based leadership that embeds engagement, creates momentum and delivers sustainable improvements to patient care and experience. The post holder will be required to demonstrate comprehensive, high level strategic knowledge and expertise of NHS Health and Social Care systems
