National Services Scotland (NSS) as a Non Departmental Public Body (NDPB) which provides a diverse range of Strategic Business Units and Support functions for the NHS in Scotland. Processing and Payment of £2 billion in primary care payments on behalf of NHS Boards.  NSS employs over 3,000 staff (comprising medical, nursing, technical, scientific, management and administration staff, located at 17 sites across Scotland and associated revenue costs of over £500 million)
This permanent post within the NSS HR team for an experienced specialist Learning and Development Manager who will be responsible for developing and implementing effective and efficient learning and development policies and plans which support the NSS Workforce Strategy and the delivery of the Learning and Development Service in Public Health Scotland. 
The post holder will manage the Learning and Development Team, which is made up a team of Learning and Development Advisors; Two Learning Technologists; a Learning and Development support role and a Modern Apprentice dedicated to learning and development.  They are based in both Glasgow and Edinburgh so working between sites is expected and the team all use Microsoft Teams currently for communication, collaboration and delivery of events.  The focus of the role is to provide highly specialist learning and development advice and best practice solutions (including further developing our digital first approach and blended learning solutions) across the organisation, and will manage the delivery of corporate learning, development and education initiatives and programmes to support delivery of the organisation’s strategic objectives including managing NSS’s learning management system.   The role also has responsibility for the L&D service in the national centre for Contact Tracing, so experience of Educational Governance and working in cross functional teams is important.
The post holder will require extremely strong interpersonal skills and high emotional intelligence, with demonstrable subject matter expertise in learning and development and digital learning, combined with a supportive and visible, collaborative style.  The person must have the necessary credibility to secure confidence and respect of Staff and Managers in order to effectively deliver a professional service which adds value to the organisation and show that they have operated in a learning and development role in a large complex organisation.  Also experience of managing service level agreements and working with partner agencies is required for this role.
