The Scottish Ambulance Service is a special health board within NHS Scotland and one of three Scottish emergency services.  It delivers scheduled and unscheduled ambulance services across Scotland.   

We are currently recruiting an experienced and enthusiastic Programme Manager to lead on our Emergency Service Network (ESN) Programme, initially for a 2 year period with the possibility of extension.

The delivery of the GB-wide Emergency Service Network is led by the Home Office. This will result in the replacement of the current Airwave critical communications network used by emergency service organisations throughout GB as part of their £10bn Emergency Service Mobile Communications Programme.

As part of the wider Home Office Programme the Service are working with emergency service colleagues in Scotland and GB to define what is needed to successfully deliver the Scottish Ambulance Service elements of the programme. This will include multiple procurement and delivery projects, assurance activities (testing and operational evaluation), detailed scheduling and resource planning and detailed communication to all stakeholders including reporting to the Service Board, Scottish Government and Home Office.

The successful candidate will report to the Head of Programmes and will play a key role in ensuring successfully delivery of the programme to agreed Service standards. The postholder will have experience of leading on the delivery of complex programmes/projects and a demonstrable track record of delivering these successfully.

They will work with a wide range of stakeholders within the Service but also work closely with other emergency service colleagues on a daily basis.   They will have to establish strong working relationships with senior and frontline staff throughout the Service to ensure that all appropriate staff are fully engaged in the development and implementation of new solutions and ways of working. Strong interpersonal and communication skills are therefore essential.

Secondments will be considered, however, prior to submission, applications should be discussed with line managers to ensure a request for a secondment is supported.

The base for this post is open to negotiation and this will be reviewed as the Service emerges from COVID restrictions and depending on the outcome of the move to a new Programme Management Office. In any case, this role requires travel throughout Scotland to meet the needs of the Service.  As a result, there will be occasions where the post-holder will have to be flexible in terms of their start time and finish time during their 37.5hr working week.
