Post: Head of Human Resources – Clyde Sector
Salary: NHS Agenda for Change Band 8C: £63,570 - £74,710 per annum
Hours: Full time 37.5 hours

NHS Greater Glasgow and Clyde is the largest health organisation in Scotland providing acute hospital, primary, community and mental health care services. With a total budget of £3.2 billion and a workforce of around 39,000 staff it serves an immediate population of 1.15 million plus provides specialist regional services to more than half of Scotland’s population. The geographical area covered is diverse; encompassing 6 local authority areas within the West of Scotland.
Secondary and tertiary care services are delivered currently from NHS Greater Glasgow and Clyde’s three Acute Services sectors delivered from North Glasgow, South Glasgow and Clyde (Renfrewshire, Inverclyde and West Dunbartonshire) sectors along with three Board wide Directorates covering Women and Children’s Services, Regional Services and Diagnostics and Imaging.
With responsibility for 3 Acute sites the Clyde Sector delivers a full range of District General Hospital Specialties with excellent support facilities delivered from Inverclyde Royal Infirmary (Greenock), Vale of Leven Hospital (West Dunbartonshire) and the largest Clyde sector acute hospital - Royal Alexandra Hospital (Paisley) . Located in the West of Scotland, near Glasgow, the Clyde sector has an annual budget of around £198m with 3,240 whole time equivalent staff and is recognised as a substantial part of NHS Greater Glasgow and Clyde’s Acute services. The sector has 1,416 inpatient beds and approximately 64, 200 inpatient cases, 34, 000 day cases and
120, 000 Emergency Department attendances annually.
We are now looking to appoint a new Head of Human Resources- Clyde Sector to a role that presents a unique opportunity to operate as a full business partner reporting to the Director-Clyde Sector as part of their Senior Management Team.
This is an exciting time to join as the new Head of Human Resources- Clyde Sector with our Board’s vision Moving Forward Together, our developing Workforce Strategy and the implementation of our Culture Framework- A Great Place to Work all currently underway. It is vital that we can support our workforce by providing high quality person centred Human Resources through our service based Heads of Human Resources.
The successfully appointed candidate will have a high profile role at a time of change and transformation and will be a key player leading the performance and direction for the provision of all aspects of the Human Resources agenda . A significant and key priority for that agenda will be the provision of Human Resources support and guidance to senior clinical leads and operational management across the Clyde sector as they continue to respond to a prolonged period of operational challenges and workforce pressures due to the COVID-19 pandemic and plan the delivery of the key priorities and actions for the Board’s Remobilisation Plan.
As the most senior professional advisor in relation to all Human Resources matters the post holder will lead on all corporate workforce matters in relation to Human Resources, Workforce Planning, Organisational Development, Learning and Education, Service Redesign and Reform and Health and Safety for the Clyde Sector.
With a professional and performance management link to the Director of Human Resources and Organisational Development through the Depute Director Human Resources the post holder will work closely with both for the delivery of staff governance at local level and will operate at significant scale and performance to support the delivery of the highest quality person-centred care, in line with local and national NHS objectives. The post holder will also operate as a key member of the Human Resources and Organisational Development’s Senior Management Team and will be expected work collegiately with other Heads of Human Resources on a wide range of matters.
Operating through a Shared Service Model, the Human Resources team supports the organisation by creating an employment framework within which the workforce can concentrate on delivering high standards of care to our patients. Working in partnership with staff representatives and trade unions to deliver the principles and practices of the national Staff Governance Standard and Everyone Matters the function ensures the consistency in application of the Board’s ‘Once for Scotland ’workforce related policies and procedures.
This role requires candidates who can bringing ambitious and innovative thinking and external best practices to the role. At the same time will demonstrate, through experience, extensive knowledge and expertise in Human Resources management, strategy and policy development including service improvement and sustainability, financial and capacity planning and above all a proven record of implementation of organisation redesign and change.
This high profile role presents multiple competing demands requiring experience and a strong track record of working at pace in a Human Resources leadership role in an organisation of similar scale and complexity, whether within NHS or Local Government or the wider public and private sectors.
A proven ability of engaging effectively with a broad range of stakeholders will be essential; as will a demonstrable track record of delivering successful outcomes that drive progressive organisational change and new ways of working often within a politically sensitive environment.
Candidates will be educated to or studying towards a masters level qualification in a relevant subject (or equivalent relevant experience). An essential requirement of the role is membership of the Chartered Institute of Personnel and Development (CIPD).
