18 Month Fixed Term/Secondment Opportunity
A fantastic opportunity has arisen for a highly motivated individual to join NHS National Services Scotland as the Programme Lead (Point of Care Testing). The successful candidate will be clinically accountable for the safe and effective establishment of coordinated Point of Care (POC) testing for SARS CoV-2 across National Health Services Scotland (NHSS). They are responsible for the coordination of the activities of POC teams across Scotland and the design of an integrated framework and control which will deliver the POC strategy across Scotland that is demonstrably compliant to ISO 22870:2016, and satisfies MHRA requirements.
The post holder will both lead and be clinically accountable for the development of robust governance arrangements, including quality assurance, innovation and quality improvement in relation to POC testing. They will provide expert advice on guidelines, accreditation, clinical governance and support across the primary and secondary care settings to enable a lean approach and the sharing of best practice on POC services across Scotland.
The successful candidate will operate independently, interpreting NSS and National policies, and will report to the Director of Healthcare Science, NSS. Furthermore, they will also be required to work with all health boards in Scotland, Scottish government, clinical leaders; managers POC leads to develop and embed the culture of clinical governance, patient focus, and continuous quality improvement. The post holder will also work both nationally with the UK four nations and regionally in NHSS to develop future strategy to best exploit point of care testing (POCT) in health care provision where the patient is the central focus.
This unique role represents an excellent opportunity for an experienced registered (e.g. HCPC or NMC) healthcare professional who is looking to broaden their breadth of experience. The successful candidate will be required to have excellent communication skills and the ability to work under pressure. Previous experience of staff training is desirable as is experience of UKAS ISO:15189 and ISO:22870.
Candidates must be a Registered Clinical Practitioner for example, HCPC or NMC registration.
Applicants should note this is a newly created post with the current band outcome being provisional at this stage. Under the AFC provisions the post holder should have the opportunity to update and re-submit their job description after a reasonable time employed in their post e.g. normally after 4-6 months in post.  The outcome from this process will then be the confirmed banding for this post.
